Council Minutes of 02-07-2012 Councilman Barker moved for adoption. The motion was seconded by Councilman Schumann and passed unanimously. Resolution 2012-6 adopted. ~.. Resolution 2012-7 introduced by Mayor Kennedy was given its second reading. A Resolution dispensing with the RFP process and authorizing the Mayor to enter into a one year contract with Cuyahoga County/The Cuyahoga County Engineer for the purpose of providing inspection services for bridges and culverts. Resolution 2012-8 was introduced and placed on first reading by Mayor Kennedy. A Resolution authorizing the Mayor to enter into a renewed agreement with Cuyahoga County Juvenile Court in connection with the Community Diversion Program to address juvenile misdemeanor and status offenders in the City of North Olmsted, and declaring an emergency. Councilwoman Williamson made a motion to suspend the rules requiring three readings and formal committee review. The motion was seconded by Councilman Mahoney and passed unanimously. Dennis Lambert, 25057 Carey Lane said with the plaque recently dedicated at Fire Station No. 2 for Carolyn Kasler, let the record show that Carolyn Kasler was instrumental in creating the Diversion Program here in North Olmsted and actively participated in it. Councilwoman Williamson moved for adoption. The motion was seconded by Councilman Mahoney and passed unanimously. Resolution 2012-8 adopted. Resolution 2012-9 was introduced and placed on first reading by Mayor Kennedy. A Resolution authorizing the Director of Public Safety to apply for staffing for adequate Fire and Emergency Response (SAFER) Grant funding from the Department of Homeland Security, Federal Emergency Management Agency (FEMA) and further authorizing the Mayor to accept said grant if awarded and execute a contract with FEMA, and declaring an emergency. Ordinance 2012-10 was introduced and placed on first reading by Mayor Kennedy. An Ordinance to make appropriations for current expenses and other expenditures for the City of North Olmsted for the year ending December 31, 2012. Ordinance 2012-11 was introduced and placed on first reading by Mayor Kennedy. An Ordinance providing for the issuance and sale of $508,700 of Notes, in anticipation of the issuance of Bonds, to provide funds to pay costs of improving Allendale Drive, Arlington Lane, Amesbury Drive, Carey Lane, Dogwood Trail, Dorothy Drive, Elder Drive, Fairlawn Drive, Forestwood Parkway, Gessner Road, Linwood Circle, Lusandra Circle, Magnolia Drive and Northern Avenue between certain termini by reconstructing and rehabilitating the pavement base, constructing and reconstructing curbs and curb ramps and adjusting catch basins, manholes and water valve and monument boxes, where necessary, preparing the surface and resurfacing, and declaring an emergency. Councilman Barker stated that he is in receipt of the Fiscal Officer's Certificate. 8
