Council Minutes of 08-20-2013 <br />• Discussed next was CMS13-21 Westfield Regal Cinema and The Rail projects <br />located at 4952 Great Northern Mall. Planning/Development Director Wenger <br />detailed the recommendations of the Planning and Design Commission with <br />regards to changes made to the cinema facade, changes to accommodate The <br />Rail restaurant and the changes for signage and lighting to the exterior of the <br />cinema and The Rail. It was also pointed out the number of variances requested <br />and approved by the BZA regarding the exterior signage. Representatives from <br />Westfield presented updated plans detailing the improvements to be made to the <br />Regal Cinema exterior signage and lighting as well as plans for the layout and <br />parking areas for The Rail restaurant. A projection completion date of <br />December 13, 2013 was given by the Westfield representatives. The committee <br />voted 3-0 to recommend CMS13-21 Westfield Regal Cinema and The Rail <br />project. <br />Councilman Smith made a motion to approve CMS 13-21 Westfield Regal Cinema and <br />The Rail Project located at 4952 Great Northern Mall subject to the recommendations of <br />the Planning and Design Commission. The motion was seconded by Councilman Barker <br />and passed unanimously. CMS 13-21 Westfield Regal Cinema and The Rail approved 7- <br />0. <br />• Discussed last was Ordinance 2013-70 which is an Ordinance amending Chapter <br />1321 of the Codified Ordinances of the City of North Olmsted entitled "Permit <br />and Inspection Fees", for the purpose of updating fee schedules, and declaring an <br />emergency, as amended. Planning/Development Director Wenger presented an <br />amended version of the Ordinance detailing changes to be made to permit and <br />inspection fees that bring them up to date. While of the fees detailed were <br />increases from previous amounts, it was pointed out that in some cases the way <br />the fees accumulated on a per item basis would have increased the costs of <br />certain projects considerably, so adjustments were made to make them more <br />reasonable. The committee voted 3-0 to recommend approval of Ordinance <br />2013-70 with suspension. <br />Councilman Smith made a motion to amend Ordinance 2013-70 consistent with the <br />exhibit provided by the Planning/Development Director. The motion was seconded by <br />Councilman Kearney and passed unanimously. Ordinance 2013-70 amended 7-0. <br />AUDIENCE PARTICIPATION <br />Council President Jones acknowledged Mayor Michael P. Byrne of Parma Heights and <br />thanked him for attending the Council meeting. <br />Duane H. Limpert, 3186 Twin Circle Drive referenced the legislation dealing with <br />Council members' terms on boards/commissions, and asked if that would "lock" ward <br />Council members into certain committees and Council at-Large into separate committees <br />for those terms and if that would restrict the flexibility of Council members to serve on <br />the appropriate committees. Councilman Orlowski said when the voting takes place, the <br />Council members can switch committees and in any version that they would like. The <br />6 <br /> <br />
