Council Minutes of 08-06-2013 <br />AUDIENCE PARTICIPATION <br />.~,-,, <br />'~" Alex Rychlik, 27900 North Park spoke regarding an additional water meter being <br />installed at homes, and if the city can lower the sewer rate for the residents in North <br />Olmsted so they can water their lawns and not worry about the cost. Mayor Kennedy <br />said he just installed a deduct meter in his home. He thinks he will be able to recoup the <br />costs in a very short time. The sewer rates are what they are because the city has <br />implemented a $40 million dollar EPA-mandated WWTP project. The rates are not just <br />North Olmsted rates, but parts of Fairview Park and Olmsted Township that the city <br />services. Those rates include those improvements, so the city will not change the sewer <br />rates. Rychlik said he does not think a homeowner that just waters their lawn will recoup <br />the costs of having a deduct meter installed. <br />LEGISLATION <br />Resolution 2013-62 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution of the Council of the City of North Olmsted determining to continue to tax <br />defer the mandatory contributions by employees of the police and fire divisions who are <br />members of the Ohio Police & Fire Pension Fund through payroll deduction. <br />Councilman Barker made a motion to suspend the rules requiring three readings and <br />formal committee review as this was discussed in Caucus. The motion was seconded by <br />Councilman Schumann and passed unanimously. Councilman Barker moved for <br />adoption. The motion was seconded by Councilman Schumann and passed unanimously. <br />` Resolution 2013-62 adopted 7-0. <br />Ordinance 2013-63 was introduced and placed on first reading by Mayor Kennedy. An <br />Ordinance to make and transfer appropriations for current expenses and other <br />expenditures for the City of North Olmsted for the year ending December 31, 2013, and <br />declaring an emergency. Councilman Barker made a motion to suspend the rules <br />requiring three readings and formal committee review as this was discussed in Caucus. <br />The motion was seconded by Councilman Kearney and passed unanimously. <br />Councilman Barker moved for adoption. The motion was seconded by Councilman <br />Kearney and passed unanimously. Ordinance 2013-63 adopted 7-0. <br />Resolution 2013-64 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution authorizing the Mayor on behalf of the city to apply to the Ohio Attorney <br />General's Office for the FY 2013-2014 Drug Use Prevention Program Grant for the <br />purpose of partially funding the School Resource Officer; further authorizing the Mayor <br />to enter into an agreement to accept said grant funds, and declaring an emergency. <br />Councilwoman Williamson made a motion to suspend the rules requiring three readings <br />and formal committee review as this was discussed in Caucus. The motion was seconded <br />by Councilman Schumann and passed unanimously. Councilwoman Williamson moved <br />for adoption.
