Council Minutes of 06-18-2013 <br />to appoint Councilman Smith to former Councilman Mahoney's committee <br />assignments. Council voted 7-0 to approve Councilman Smith's assignments. <br />Councilman Brossard made a motion to approve the committee assignments for <br />Councilman Smith. The motion was seconded by Councilman Orlowski and passed <br />unanimously. Councilman Smith's committee assignments approved 7-0. <br />• The Committee of the Whole was presented with a report from Mayor Kennedy <br />regarding the first quarter of the newly-established Mayor's Court. Finance <br />Director Copfer, Human Resources Director Farver, Prosecutor Gordillo and <br />Clerk of Court were present for this meeting. The figures presented to Council <br />show that the Court collected $82,059 in court costs fees and collections for the <br />quarter ending March 31, 2013. After costs, the court has collected <br />approximately $95,086 as of June 3, 2013. Cities receive all of the money for <br />ticket fines under the Rocky River Municipal Court. However, the court costs go <br />to the Rocky River Court that handles those cases. The court fees in Rocky River <br />Court begin at $125 and other fees are added as necessary. The North Olmsted <br />Mayor's Court fees are $95 and are not per offense. Prosecutor Gordillo said that <br />the Mayor's Court is more efficient for people that are being ticketed. All start up <br />costs will be reimbursed. The computer fund, which was set up to pay for initial <br />software expenses and ongoing computer costs, will be reduced from $3.00 to <br />$1.00 next year. An employee of the Rocky River Court, Judy Nash, asked if <br />establishing a Mayor's Court in North Olmsted is contributing to her perception <br />of a jail overcrowding issue. The Mayor's administration stated that the jail <br />overcrowding issue is not caused by the Mayor's Court. The Mayor's Court does <br />not handle cases that put people in jail. The Mayor has also since indicated that <br />he will provide to city Council a document from the Police Chief supporting that <br />statement. Mayor's Court handles minor misdemeanors, traffic offenses and first <br />time OVI's. <br />Councilman Orlowski, Chairman of the Intra-Govermental Relations Committee: <br />The Intra-Governmental Relations Committee met Tuesday June 11, 2013 at 7:00 p.m. <br />Present were committee members Orlowski and Williamson; Council members Barker, <br />Brossard, Kearney, Schumann and Smith; Mayor Kennedy, Law Director Gareau and <br />guests. <br />• First item on the agenda was the interviews of the members of the newly created <br />Arts Commission. Chairman Orlowski posed several questions to each of the four <br />applicants in attendance. Bradley Doane, Nicole McCain, Coletta Strippy and <br />Annie Kilbane were interviewed. <br />• The second item discussed was to change the terms of service of Council <br />members on several boards and commissions -Fair Housing Review Board, <br />Housing Council, Tax Incentive Review Council and the Board of Review. Two <br />of these have three year terms and two have no mention of the terms of the <br />members. Councilman Orlowski recommended a change to four year terms so the <br />3 <br />
