Council Minutes of 06-18-2013
The Public Safety Committee met Tuesday June 18, 2013 at 7:10 p.m. Present were
committee members Williamson, Smith & Schumann; Council President Jones; Council
'~- members Barker, Brossard, Kearney & Orlowski; Mayor Kennedy and guests.
• Liquor Permit no. 52892610005 for LOPA Hospitality, LLC located at 5106
Great Northern Mall Plaza South. Captain Cox reviewed the application and
found no issues. The committee voted 3-0 to not object to this liquor permit.
Councilwoman Williamson made a motion to not object to liquor permit no.
52892610005 for LOPA Hospitality, LLC. The motion was seconded by Councilman
Schumann and passed unanimously. Liquor permit 52892610005 for LOPA Hospitality
approved 7-0.
AUDIENCE PARTICIPATION
Dennis Lambert, 25057 Carey Lane said he appreciated President Jones' thorough report
on the Mayor's Court. He said as a business venture, the Mayor should be commended
because the Mayor's Court is making money. There are still things that disturb him.
There was a reference to North Olmsted's $95 fee and Rocky River's $125 fee, but there
is more than one fee in Rocky River Court. A point that was missing was that the Mayor
had good feedback from people that appeared more than once in the court. The court's
intention is not the purpose of a business or making it convenient for the offenders.
There were no statistics that showed how many of these people were North Olmsted
residents. That is a statistic that is vital for Council to know. The reason to have this
court is to correct bad behavior. The people that go to Rocky River court pay more and
have to stay in court a half a day. It's not convenient and you won't hear compliments
about having to sit there a half day and pay more money. You defeat the purpose of the
court if you're making it convenient for people that are here for bad behavior. Mayor
Kennedy said the people that are coming back to the court that commend the court are
lawyers, they're not the people that get the tickets. Lambert thanked the Mayor for
correcting that point.
John Guglamino (sp?), 23540 David Drive #6 said he heard that there are a few
firefighters retiring and that they are going to be replaced by fifteen part-timers and civil
service will be bypassed. What kind of service will the residents be getting? It's almost
like going into a volunteer fire dept. Why didn't the city hire a Fire Chief from the staff
that they already have? Mayor Kennedy asked John where he heard that because his
source is of the utmost importance. John said he heard it from a firefighter but wouldn't
give the firefighter's name when the Mayor asked. Mayor Kennedy said the Ordinance
does give the city to hire fifteen firefighters, but he said the city will not go down that
road. When the city needs new firefighters, a test will be taken like the city normally
does. As far as going outside the department to look for a new Fire Chief, the city also
looked at internal candidates. He believes the top internal candidate finished fourth.
C'~areau pointed out that there are a number of full time North Olmsted firefighters that
work as part time firefighters in other communities.
~,
7
._~_.,,~,.,.~,p,~~.~,~~ :~~~.
