Council Minutes of 06-04-2013 <br />The Committee of the Whole met Tuesday June 4, 2013 at 7:03 p.m. Present were <br />,,~, Council members Barker, Brossard, Kearney, Orlowski, Schumann and Williamson; <br />~,~,~„, Council President Jones; Council Clerk Gallo, the Network Administrator and Law <br />Director Gareau. <br />• Council met for an iPad tutorial and to have Council question the Network <br />Administrator regarding the city uses and functions of those devices. 'The <br />meeting was concluded at 7:26 p.m. <br />Council members Barker, Orlowski, Brossard, Williamson and Schumann congratulated <br />Tim Smith. <br />AUDIENCE PARTICIPATION <br />Dennis Lambert, 25057 Carey Lane said he enjoys the Scouting Program very much, and <br />he enjoys watching these young people go through it. He commended Mike Fioritto who <br />is a large part of this. There is so much that seniors have to offer young people today. <br />He also commended Council for appointing Tim Smith. He will bring good ideas to this <br />Council. He pointed out to the Safety/Service Director that there is a dip on Columbia <br />Road that forms puddles in the area between Carey Lane and Sunset Oval, and he should <br />take a look at it before they continue paving. Otherwise, the road looks good. <br />Sid King, 27149 Limpert Lane offered his congratulations to Tim Smith. <br />Jim Burns, 28938 Lorain Road said that it is their belief that like taxes, fees should be set <br />by Council. He addressed Ordinances 2013-46 and 2013-52. He said the language has <br />~n been changed on inspection fees and how they are charged as they are taken from <br />deposits. The way it reads now -most cases - is something similar to this: costs shall be <br />calculated at a rate of $60 per hour for the time spent by the City Engineer or the <br />Assistant City Engineer, and $40 per hour per man for the field proof or inspection. That <br />has been replaced with language that reads costs shall be calculated on the basis of the <br />actual time expended at the current hourly rate established by and on file in the <br />Engineering Division. Basically the rate is established by the Engineer and is on file. lt's <br />not set by Council. In committee discussions, it was said that the rate the city is going to <br />use now is based on the hourly rate that these people earn plus the Administrative charge. <br />He is suggesting that the language in these Ordinances be changed -not to specify a <br />dollar amount -but to specify the formula. The Engineer can set that rate at anything <br />they want to with no substantiation. <br />LEGISLATION <br />Ordinance 2013-46 introduced by Mayor Kennedy was given its third reading. An <br />Ordinance amending Chapter 931 of the Streets, Utilities and Public Services Code of the <br />City of North Olmsted entitled, "Grading and Surface Water Drainage" in order to amend <br />required fees and deposits, and declaring an emergency. Councilman Brossard moved for <br />adoption. The motion was seconded by Councilwoman Williamson and passed <br />unanimously. Ordinance 2013-46 adopted 7-0. <br />x;•, <br /> <br />4 <br /> <br />
