Council Minutes of 02-19-2013 Councilman Kearney, Vice-Chairman of the Building, Zoning & Development Committee: The BZD Committee met Tuesday, February 12, 2013 at 8:00 p.m. Present were committee members Kearney and Barker; Council President Jones; Council members Brossard, Schumann, Orlowski and Williamson; Mayor Kennedy, Director of Law Gareau, Finance Director Copfer, Safety/Service Director Thomas, Human Resources Director Farver and Planning/Development Director Wenger. • Discussed first was Ganley Honda located at 25796 Lorain Road. There is a building they wish to demolish and replace. The committee voted 2-0 in favor of this project. Councilman Kearney made a motion to approve Ganley Honda located at 25796 Lorain Road subject to the conditions and recommendations set forth by the Planning and Design Commission. The motion was seconded by Councilman Barker and passed unanimously. Ganley Honda located at 25796 approved. • Discussed last was Ordinance 2012-125 which is an Ordinance amending Sections 1145.01 and 1145.03 of the North Olmsted Zoning Code entitled "Limited Industry -Industrial Park District" in order to permit indoor firing ranges as a conditional use in such districts. Residents spoke for and against this Ordinance. The committed voted 2-0 to hold Ordinance 2012-125 in committee. Councilwoman Williamson, Chairwoman of the Public Safety, Health and Welfare Committee; The Public Safety Committee met Tuesday, February 12, 2013 at 7:30 p.m. Present were committee members Williamson and Schumann; Council President Jones; Council members Barker, Brossard, Orlowski and Williamson; Mayor Kennedy, Director of Law Gaxeau, Finance Director Copfer, Safety/Service Director Thomas, Human Resources Director Farver and Planning/Development Director Wenger. • Discussed was Ordinance 2013-17 which is an Ordinance establishing Section 505-19 "Domestic Farm Animals Prohibited" of Chapter 505 of the General Offenses Code entitled "Animals and Fowl," in order to prohibit domestic farm animals on parcels of land in the city less than one (1) acre, and declaring an emergency. This Ordinance was held in committee and will be discussed next week during committee meetings. Amore detailed report will be provided at a later Council meeting date. • Ordinances 2013-18 and 2013-19 were discussed this evening during Caucus with no committee review. Councilwoman Williamson made a motion to suspend the rule requiring formal committee review, and to place Ordinances 2013-18 and 2013-19 on second reading this evening.
