Council Minutes of 01-02-2013 The Recreation Committee met Wednesday, January 2, 2013 at 7:15 p.m. Present were committee members Kearney, Brossard and Orlowski; Council members Barker, Schumann and Mahoney; Mayor Kennedy, Law Director Gareau, Safety/Service Director Thomas, and Planning/Development Director Wenger. • Discussed first was Resolution 2012-131 which is a Resolution authorizing the Mayor to enter into a second agreement with Morris-Pontiac-GMC, Inc. dba Morris Cadillac-Buick-GMC, Inc. granting a license to access and utilize the Recreation Center private driveway in conjunction with its approved site plan and development, and declaring an emergency. The city and the dealership has this agreement last year without any problems. The committee voted 3-0 to recommend approval of Resolution 2012-131 with suspension of the rule requiring three readings. • Discussed next was Ordinance 2012-132 which is an Ordinance authorizing the Mayor to request proposals for plumbing, heating, ventilation and air conditioning preventative maintenance services for the City's Division of Recreation; further authorizing the Mayor, subject to approval of the Board of Control, to enter into an agreement with the contractor selected in the RFP process. This Ordinance lets the Mayor open the process of the bidding to the public. The committee voted 3-0 to recommend approval of Ordinance 2012-132. AUDIENCE PARTICIPATION ~~, Dennis Lambert, 25057 Carey Lane asked if Council amended the agenda to remove the approval of the minutes of the Council meeting of December 18, 2012 and President Pro- tem Brossard replied that Council did. Lambert congratulated the Mayor and Administration for being able to negotiate the IAFF Collective Bargaining Agreement in- house, and it would be nice for Council to have a unanimous vote on this contract. LEGISLATION Resolution 2012-131 introduced by Mayor Kennedy was given its second reading. Councilman Kearney made a motion to suspend the rule requiring three readings. The motion was seconded by Councilman Orlowski and passed unanimously. Councilman Mahoney stated that he approves suspension because it has been heard in Caucus and discussed on the merits, and this is a renewal of an agreement that was entered into last year with no issues. Councilman Kearney moved for adoption. The motion was seconded by Councilman Orlowski and passed unanimously. Resolution 2012-131 adopted. Ordinance 2012-132 introduced by Mayor Kennedy was given its second reading.
