Council Minutes of 01-02-2013 <br />The Recreation Committee met Wednesday, January 2, 2013 at 7:15 p.m. Present were <br />committee members Kearney, Brossard and Orlowski; Council members Barker, <br />Schumann and Mahoney; Mayor Kennedy, Law Director Gareau, Safety/Service Director <br />Thomas, and Planning/Development Director Wenger. <br />• Discussed first was Resolution 2012-131 which is a Resolution authorizing the <br />Mayor to enter into a second agreement with Morris-Pontiac-GMC, Inc. dba <br />Morris Cadillac-Buick-GMC, Inc. granting a license to access and utilize the <br />Recreation Center private driveway in conjunction with its approved site plan and <br />development, and declaring an emergency. The city and the dealership has this <br />agreement last year without any problems. The committee voted 3-0 to <br />recommend approval of Resolution 2012-131 with suspension of the rule <br />requiring three readings. <br />• Discussed next was Ordinance 2012-132 which is an Ordinance authorizing the <br />Mayor to request proposals for plumbing, heating, ventilation and air conditioning <br />preventative maintenance services for the City's Division of Recreation; further <br />authorizing the Mayor, subject to approval of the Board of Control, to enter into <br />an agreement with the contractor selected in the RFP process. This Ordinance lets <br />the Mayor open the process of the bidding to the public. The committee voted 3-0 <br />to recommend approval of Ordinance 2012-132. <br />AUDIENCE PARTICIPATION <br />~~, Dennis Lambert, 25057 Carey Lane asked if Council amended the agenda to remove the <br />approval of the minutes of the Council meeting of December 18, 2012 and President Pro- <br />tem Brossard replied that Council did. Lambert congratulated the Mayor and <br />Administration for being able to negotiate the IAFF Collective Bargaining Agreement in- <br />house, and it would be nice for Council to have a unanimous vote on this contract. <br />LEGISLATION <br />Resolution 2012-131 introduced by Mayor Kennedy was given its second reading. A <br />Resolution authorizing the Mayor to enter into a second agreement with Morris-Pontiac- <br />GMC, Inc. dba Morris Cadillac-Buick-GMC, Inc. granting a license to access and utilize <br />the Recreation Center private driveway in conjunction with its approved site plan and <br />development, and declaring an emergency. Councilman Kearney made a motion to <br />suspend the rule requiring three readings. The motion was seconded by Councilman <br />Orlowski and passed unanimously. Councilman Mahoney stated that he approves <br />suspension because it has been heard in Caucus and discussed on the merits, and this is a <br />renewal of an agreement that was entered into last year with no issues. Councilman <br />Kearney moved for adoption. The motion was seconded by Councilman Orlowski and <br />passed unanimously. Resolution 2012-131 adopted. <br />Ordinance 2012-132 introduced by Mayor Kennedy was given its second reading.
