Council Minutes of 01-02-2013 <br />. Ordinance 2013-5 was introduced and placed on first reading by Mayor Kennedy. An <br />Ordinance amending Section 353.07 of the Traffic Code of the City of North Olmsted <br />~~,.. <br />entitled "Parking Ticket Procedures" in order to establish jurisdiction in the North <br />Olmsted Mayor's Court for the prosecution of parking ticket violations occurring in Fire <br />Lanes, and declaring an emergency. Councilman Barker made a motion to suspend the <br />rules requiring three readings and formal committee review. The motion was seconded <br />by Councilman Schumann. Roll Call: Barker, yes; Schumann, yes; Kearney, yes; <br />Williamson, yes; Mahoney, no; Orlowski, no; Brossard, yes. Rules suspended 5-2. <br />Councilman Barker moved for adoption. The motion was seconded by Councilman <br />Schumann. Roll Call: Barker, yes; Schumann, yes; Brossard, yes; Orlowski, no; <br />Williamson, yes; Mahoney, no; Kearney, yes. Ordinance 2013-5 adopted 5-2. <br />Resolution 2013-6 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution dispensing with the RFP process and authorizing the Mayor to enter into a <br />contract with Cuyahoga County/The Cuyahoga County Engineer for the purpose of <br />providing inspection services for bridges and culverts, and declaring an emergency. <br />Ordinance 2013-7 was introduced and placed on first reading by Mayor Kennedy. An <br />Ordinance authorizing the Mayor to implement a design build selection process for the <br />award of a contract to design and install improvements to the ice rink refrigeration <br />systems at the Recreation Center, and authorizing the Mayor, following approval of the <br />Board of Control, to contract for the same with the successful applicant, and declaring an <br />emergency. <br />~,.~, <br />Ordinance 2013-8 was introduced and placed on first reading by Mayor Kennedy. An <br />Ordinance authorizing the Mayor to implement a design build selection process for the <br />award of a contract to design and install improvements to the Recreation Center lighting <br />systems, and authorizing the Mayor, following approval of the Board of Control, to <br />contract for the same with the successful applicant. <br />Resolution 2013-9 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution approving of and authorizing the Mayor to enter into a collective bargaining <br />agreement with the International Association of Firefighters, Local 1267, AFL-CIO for <br />the City's firefighters, for the period January 1, 2012 through December 31, 2014 and <br />declaring an emergency. Councilwoman Williamson made a motion to suspend the rules <br />requiring three readings and formal committee review. The motion was seconded by <br />Councilman Kearney. Roll Call: Williamson, yes; Kearney, yes; Orlowski, yes; <br />Schumann, yes; Brossard, yes; Mahoney, no; Barker, yes. Rules suspended 6-1. <br />Councilwoman Williamson moved for adoption. The motion was seconded by <br />Councilman Kearney. Roll Call: Williamson, yes; Kearney, yes; Brossard, yes; <br />Orlowski, yes; Barker, yes with comment. I would like to thank the Administration for <br />moving this along. The last IAFF negotiations took probably 12 re-writes. I commend <br />you for doing this. My vote is yes. Roll Call continued: Mahoney, no with comment. <br />Two things trouble me in terms of this. The first is the timing. I don't know when 2013- <br />9 came on board or got written. I received it this evening. It's to rushed on an important <br />~~ subject. My preference would have been to have the firefighters ratify this agreement <br />5 <br /> <br />
