Council Minutes of 11/3/93 <br />Mr. Lind reported for Mrs. Saringer, Chairperson of the Building, Zoning and <br />Development Committee: 1) The committee met at 6:45 p.m. on November 3 to <br />discuss the Canterbury Ani.msl Hospital, 26135 Lorain Road. This is a proposal to <br />convert sit existing house into a veterinary clinic. The house is non-conforming <br />as to side yards. All necessary variances have been granted by ARB, Planning <br />Commission and the Board of Zoning Appeals. However, the Engineering Departt <br />is looking into a drainage problem at the back of the property. The cc.ttee <br />recomn~ded approval of the .proposal. Mr. Lind moved to approve t~ plans for <br />the Canterbury Animal Hospital subject to the approval of the Engineering Depart- <br />ment; secoryd by Mrs. Saringer; motion passed unanimously. <br />Mr. McKay, Chairperson of the Public Safety, Health and Welfare Committee, <br />reported: 1) The com~i.ttee met on November 3, and in attendance were Council <br />Members Leonard, Lind, Nashar arxi McKay. The followed items were discussed: <br />a. Ordinance 93-135 which provides for "No Right Turn on Red from 4 p.m. to 6 <br />p.m." for vehicles traveling east on Lorain Road at Stearns Road. This is being <br />done to provide for the safety of Stearns Road residents exiting their driveways <br />during rush hour . The committee recammer~ded approval of the ordinance . <br />b. Ordinance 93-134 which authorizes a new sewer service agreement between the <br />City of North Olmsted and Cuyahoga County to service a portion of Olmsted <br />Township. Due to repairs of the sewer system, the flow will be increased by <br />100,000 gallons. This increase will provide for another 250 permits for <br />residential housing in Olmsted Township. The committee will review the contract. <br />Audience Partic~i aLion <br />Karen Laforet, 568~Park Ridge Drive, expressed concern because the Civil Service <br />Commission, in response to a protest by two employees who had failed the typing <br />test, negated the typing portion of the examination. Ms. Laforet passed the <br />typing test and feels that it was a legitimate test. Because of the action taken <br />by the Civil Service Cosmi.ssion, her ranking was dropped to fifth from third. <br />Ms. Laforet feels that this drop in ranking will make her ineligible for job <br />consideration. Mr. G~areau explained that the Civil Service Ccxmmssion is a <br />quasi-judicial board. The members take testimony arxi meet as a trial board to <br />make factual findings. He said that because of testimony presented, the <br />commission determined that the equipment used for the typing test was old and not <br />in good working order. Also, they determined that there may have been some <br />confusion with respect to job descriptions. The positions that were being filled <br />were statistical/data entry in nature rather than secretarial/typing. For all <br />these reasons, the commission decided to drop the typing portion and use the <br />written examination portion for ranking. The commission further discussed the <br />possibility of using computer equipment for future typing tests. Mr. Gareau told <br />Ms. Laforet that she had the right to lodge a complaint with the Civil Service <br />Commission or to take the issue to Common Pleas Court. Mrs. Babas questioned <br />whether the typing test was spars/fail or ranking test. Mr. Gareau said that <br />the typing portion was given on a pass/fail basis. Ms. Laforet said that her <br />drop in ranking would make her ineligible for consideration because only the top <br />three are considered. Mayor Boyle explained to Ms. Laforet that the drop in <br />ranking would rat make her ineligible for consideration. He explained that the <br />2 <br /> <br />
