Council Minutes of 10/19/93
Audience Partici tion (contiad)
Mr. Le as i ese pro lems could have. been avoided if the city had
placed a zoning change for the O'Grady property on the November ballot. Mr.
Gareau stated that would have limited Mr. O'Grady's property to senior housing
use. This could be a problem for him if the demographics indicate that this
property is not the proper plane for senior housing. I~r. Gareau feels that it
probably would have bean a good ides a nubs of years ago to have a1low~ci
multi-family as a permitted vac in a retail zoning district. Mr. Leonard s
not feel that the demographi.c.~s wild irxii.cate that Mr. O'Grady's property is not
the proper place. In addition, he has spoken to hundreds of seniors who all
agree that it is the ideal site. Mayor Boyle and Law Director Gareau agreed it
was a good site--that's why they chose it. Fiver, the danographics could
indicate that mare units are needed than can be built on that particular site.
This particular site may not be the total answer to the issue of ser~i.or housing.
A private builder could. also choose to build senior housing in the city.
Paul Miller stated that he hac3. also spoken to a number of senior citizens who
felt that the Sherwin Williams site would alp be a goad place for senior
housing. There is strong interest in this site because. it is centrally located
in the city, across from the Police Department, on a bus route, close to stores
and close to the hospital.
Brian Yaniga, 5141 Lucydale Avenue, expressed concern about able-bodied people
parking. in the handicapped spaces at the Rim's Great Northern store. It was
suggested that the Police Department be called when this happens because the
Police do have the authority to ticket these individuals.
Robert Strnad, 4861 Paster Road, asked who owned the Sherwin Williams property.
He was advised that the owner was the Sherwin Williams Compamy. Mr. Strnad said
that in September he had proposed that this property be taken over by eaninent
domain and paid for by a property tax levy. IIe quoted the Mayor as saying 'the
purchase price of the property was $1.3 million. Mayor Boyle responded that Y1e
did .not rr ever quoting that price. He explained to Mr. Strand that if he
wanted Council to pass a tax ordinance, he would have to do one of two things:
talk one of the Council Members into sponsoring the legislation; circulate a
petition asking Council to pass such legislation.
Brian Yaniga, 5141 Lucydale Avenue, expressed concern abbot kids being out late
at night mid bothering senior citizens. Mayor Boyle suggested tYiat Brian speak
to Safety Director Gummy about this issue.
Kathy Kuack, 28442 Holly Drive, wanted to cotnr~end the North Olmsted Police
Department and the Metro Parks Police for their actions in quickly apprehending
robbers during ahigh-speed chase dawn Great Northern Blvd. and Brookpark Road.
Mrs. Kuack had been caught in the middle of that chase and apprecirtted the good
job of the Police. She will write a letter of commendation to both Police
Departments.

6
~, . ~~~~.
