Council Minutes of 8/17/93 <br />Audience Partici tion (contina~ed) <br />Ro rt Strna Porter agreed with Mr. Limpert and mentioned that he <br />was on record as proposing that the city purchase the property by emj.r~nt domain. <br />He would like to see that property turned into a green area for the city and <br />feels that the residents wild approve a tax levy far the purchase. Mr. Strnad <br />quoted a price for the property of $1.2 to $1.3 million. <br />Mayor Boyle commented that the price of that parcel was approximately $3 million. <br />He does not feel the city residents wau]:d want to spend the mtu;ey to purchase the <br />property. It would not be pc~sibie for the city to spend $3 million cxi property <br />without a tax. However, he told Mr. Strnad that it was his right as a citizen to <br />start an initiative petition for a tax to purchase the property. The Mayor <br />commented that the mail he is receiving from residents reflects a better than 50X <br />opinion for a Wal-Mart store but not on that particular site. <br />Mr. Leonard left his Council seat and went to the micro to speak. He <br />informed Council that he was circulating an initiative petitions with regard to <br />the salaries paid to elected officials. The petition calla for a vote on a <br />change in the City Charter which would freeze the wages of public officials in <br />1995. After the wages have been frozen at their 1995 level, the only raises or <br />deletions of salary would be set by the cost of living index. <br />Margaret McKay, 5197 Columbia Road, asked Mr. Ieanard who else was circulating <br />the petition. Mr. Leonard replied that the committee gibers included himself, <br />Mrs. Petrigac and Mr. DeBrodt. <br />Mr. Strnad, who had previously spoken, wanted clarification an Ordinance 93-103. <br />President Boehmer told him that it was to receive first reading and had not yet <br />been to cam~n~.ttee. <br />LEGISLATION <br />Once Igo. 93-98 introduced: by Msy®r Boyle and Mr. Mc~ay was. given its third <br />reading. An ordinance approving the acquisition of real property through a <br />donation by Biskind Development Corp. to be used for recreations]. purposes. Imo. <br />McKay moved for adoption; second by Mr. Musial; motion passed unanimously. <br />Ordinance No. 93-98 adopted. <br />Ordinance No. 93-88 introduced by Mayor Boyle was given its second reading. An <br />ordinance establishing a policy of the payment of incentive bornu~s to employs <br />of the city other than elected officials, Directors or Division Heads for <br />suggesting and having implemented cost saving measures in the operation of the <br />city, as amended. <br />Ordinance No. 93-97 introduced by Mr. McKay was given its second reading. A <br />resolution authorizing the Director of Public Service to advertise for and accept <br />bids for the construction of Wastewater Treatment Plant improvements (Bid Package <br />4~2) at the Wastewater Treatment Plant as detailed in the specifications on file, <br />and authorizing the Mayor to contract for same, and declaring an emergency. <br />5 <br /> <br />
