<br />Council Minutes of 6/15/93 <br />' Mayor Boyle reported: 1) Capt. Rup1e met with school superintendent D~enni.s A11en <br />to sign the agreement far the DARE Program. A1~ a written agreement between <br />the city and parochial schools in not necessary, Capt. Rupie also met with the <br />parochial schools to explain the program anti to solicit their help and endorse- <br />ment. Christ the King School has chosen to keep its present internal. program; <br />however, all other parochial schools have chosen to participate in DARE. The <br />DARE officer has been selected, and his name and qualifications will be sulantted <br />to the Ohio DARE CosAm~ion for approval. The program is moving ahead and should <br />be ready for startup at the begix~ing of the 1994 school year. <br />2) The city's newest police officer should be ready for duty in July. This will <br />be the first time in seven years that the Police Department has been at full <br />strength. We now have 53 officers, and 41 are assigned to patrol. Later this <br />year, Council will be notified of a change in management of the three police <br />shifts and the addition of another officer to replace the officer assigned. to the <br />DARE program. <br />3) On June 7, the city signed a contract with BFI for recycling of multi-family <br />units. Half of the units are now under contract, and the cast is $1.SO per unit <br />at 90X occupancy. In general, city recycling has a participation rate of 70'~ <br />with an approximate 15X reduction in the waste stream. <br />4) The June edition of Cleveland, tine contained an article which rated 47 <br />suburbs. North Olnusted`p~~I nines one in environment and home and car <br />insurance. We had the lowest adverse impact on the environment and the lowest <br />home and car insurance costs. We were fifteenth in hou$ing appreciation, <br />exceeding Rocky River and Lakewood. In safety services, wee exceeded neighboring <br />Westlake. The ratings were bas@d can 1991 figures; because of the increase in our <br />police force, the figures far 1992 should be even better. <br />5) The hospitalization committee met today for the contract year July 1993 <br />through June 1994. We have maintained almost identical costs per year for a three <br />year period. It is anticipated that 100 of the employees` payroll. deductions <br />will be refunded this year because currently we are at 8th below anticipated <br />expenditures, while industry standards have shown increases of up to 20X. The <br />hospitalization committee decided the level of coverage for all employees which <br />was then converted into specifications. Sealed bids were retlu3.red. of all <br />carriers. The committee has agreed on a company, and the Board of Control will <br />more than likely agree with that choice. <br />6) T'he Town Ha11 meeting held in Ward II last Thursday went quite well. The next <br />meeting for Ward III will be held from 7:30 to 9 p.m. on Wednesday, September 8, <br />at Horizons Center. All members of Council are welcome to attend. <br />7) Along with Mr. Bohl~nann, the Mayor has been interviewing companies for the job <br />of compiling demographics for senior ho>uaing. The demographics will help in the <br />sizing of the facility. Once a firm is hired, the survey work will take about <br />six to eight weeks. The results wall be shared with Council and the county <br />government. We are keeping the county abreast of all progress because this is <br />the camber one CDBG funding project. <br />8) To help the United Cerebral Palsy Foundation, Friday, Jvne 18, has been <br />declared a casual dress day. Eer}aloyees are donating $5 to dress casually for <br />work, and $150 has already been collected, <br />9) North Olmsted night at Cleveland Stadium will beheld on June 29 when the <br />Indians play the Chicago White Sox. <br />10) The city`s Fourth of July celebration will be held on Monday, July 5.
