Council Minutes of 6/15/93 <br />What they are looking into is to abolish that prohibition which ane~y, in the <br />future, cause a city to anrnt$lly file a report similar to the lOK which is now <br />filed by corporations. Rip. Widen, Chairperso~a of the Regulation ~sineas <br />Opportunities and Technology of the Small B~usn~ss sub-committee, has begun <br />looking into the Hales peraaitting non-coaapetitive no-bid or negotiated contracts <br />for issues and. bonds. If this rule is ch~aged, all ism wili have to be bid. <br />It is unsure whether this will iancreese or decrease costs, but the time required <br />to borrow money for projects will be extended. Rep. Lewis, Chairperson of the <br />House Ways and Means Ctxmni.ttee, is looking into a proposal to raise the limit <br />from $10 millicxa to $25 mllicxa for bank qualified loans. This would allow a <br />city to issue debt up to $25 million in a calendar year without having to meet <br />certain legal requirements and restrictions. <br />Mr. Liaxl, Chairperson of the Finance Committee, reported: 1) The committee met <br />on June 7 with committee meters, Finance Director Burns, Service Director <br />Bohlmaran and CounciLnan Nashar in attendance. Agenda items were as follows: <br />a. Ordinance 93-63 which had been, removed from the June 1 agenda for further <br />clarification. After talking with Law Director Gateau, it was determined that, <br />since the land options referenced in the legislation are not requited to be <br />recorded, no change in the language was warranted. The comamttee raced <br />approval. <br />b. Ordinances 93-77, 93-78, 93-79, 93-80 and 93-81 which deal with c~tracts for <br />engineering services for 17 streets. The note ordinance for this project is on <br />first reading. The committee recommended approval of all five ordinances. <br />Mr. Nashar, Chairperson of the Streets & Drainage Committee, reported: 1) The <br />committee met on June 8. In atterulat3ce were Council Members Beringer, Musial, <br />Lind, McKay, Nashar anti Service Director Bohlmaran. On the agenda was Ordinance <br />93-83 which establishes a procedure for granting .city consent to proposed curb <br />cuts an limited access highways. The Mayor will be required to obtain the <br />approval of a majority of Council before such requests are granted. The <br />committee recannended approval of this legislation. <br />The Clerk read a thank you note received by Mr. Nashar from Sharon Lepore <br />representing the Pheasant's Walk/Quail Run Civic Association. The residents, <br />along with the Forest School PTA., extexxed their sincere thanks for the passage <br />of Ordinance 93-23 regarding the proposed Crocker/Stearns Road extension. <br />The Clerk read a letter from resident Joseph Sepesey expressing concern because <br />the Council was considering an ordinance to allay smoking in designated. areas of <br />the city jail. He feels that senior citizens at the Senior Center should also <br />receive consideration. Mr. McKay commented that this legislation would not <br />permit prisoners to smoke. It will give the Police Chief the authority to give a <br />cigarette to a person under interrogation should that person became nervous or <br />upset. <br />4 <br /> <br />
