Council Minutes of 6/1/93 <br />Mr. McKay, Chairperson of the Public Safety, Health and Welfare Cammttee and the <br />Environmental Control Commmittee, reported: 1) The Safety Committee met on <br />Thursday, May 25; present were Govncil Members Beringer, Nashar, Lind, McKay and <br />Service Director Bohlma~. On the agenda was Ordinance 93--61 which provides-for <br />a stop sign at Concord Drive where the same intersects with Derry Drive. This <br />will control the traffic leaving Bt. Brendan's Church ar~d will alleviate a safety <br />hazard. The cx~mittee reccm~aerx~ed approval. <br />2) The Environmental Committee met on Tuesday, June 1; present were Council <br />President Boehmer, Council Members Bias, Leonard, Lind and. McKay. On the agenda <br />was Ordinance 93-75 which dea7.s with the request to permit smoking in the jail <br />and interrogation roan of the police station. A lengthy discussion ensued. The <br />committee recoa~aiended defeat of Ordinance 93-75. <br />Mr. Lind, Chairperson of the Finance Committee, reported: 1) The ca~mittee met <br />on May 25. In atterxiance at the meeting were Council Myers Hasher, McKay, <br />Musial; Finance Director Burns; Service Director Bohlmann. Agerxia items were as <br />follows: <br />a. Resolution 93-63 which authorizes the Mayor to obtain an option for the <br />purchase of land for construction of senior housing. The committee rested <br />that the option be set at 5% of the appraised value, not to e~cri $10,000. The <br />committee reeam~ended approval with that recaaton. However, since the <br />legislation has not yet been revised, the resolution should be held over until <br />the next Council meeting. <br />b. Resolution 93j70 which authorizes the Bernice Director to advertise for bids <br />for a vacuum street sweeper. This is a sanaller size sweeper that will make it <br />easier to clean curbs and around street islands. The come~ittee recommended <br />approval. <br />c. Resolution 93-71 which authorizes the Service Director to advertise for bids <br />for an integral-loader-b~ackhoe wheel type. This is a smaller type of equipment <br />which will be useful in replacing tree lawns, planting trees ark digging graves. <br />The committee recommended approval. <br />d. Ordinance 93-73 which authorizes the Mayor to enter into an agreement with <br />Dickson Associates, Inc. to provide architectural and engineFaring services <br />pertaining tb plans to construct a new Fire Station No. 1. Estimated cast of <br />these services is $169,800. Dickson Associates has done several complete <br />constructions and renovations to fire stations in the Cleveland area. Hopefully, <br />ground breaking will be this year. Thie committee recommended approval. <br />e. An aamendment to Ordinance 93-76 to clear up a salary duplication issue. <br />Mayor Boyle questioned Mr. Lind if the 5%/$10,000 cap on the senior housing <br />property was for the total purchase or per parcel. Mr. Lind's coam~ittee was not <br />aware that more than one parcel was involved. It was decided to discuss this <br />issue further at the next Finance Committee meeting. Mr. Boehmer srnwtmced that <br />the legislation would be removed from the agenda because of this discrepancy. <br />With regard to the legislation amending Ordinance 93-75 to allow smnkng in the <br />prison asxi interrogation area of the police station, Mayor Boyle said he thought <br />the amendment was meant to include the interrogation roan ocil.y. Mr. McKay stated <br />that the legislation included the jail area. It was decid~l to leave the <br />legislation on second reading and to take it back into ccx€~ni.ttee for further <br />discussion.
