Council Minutes of 5/18/93 <br />Mr. Nashar, Chairperson of the Streets & Drainage Ccxmnittee, reported: 1) The <br />committee met on Monday, May 17, and in attendance were Council rs Babas, <br />Lind, McKay, Musial, Nashar and Service Director Bohlmann. Streets in Ward II <br />and Ward IV were discuses with regard to securing engineering services as the <br />first step in street sad san.tary >r rehabilitation. There are 13 streets <br />being considered at a cost of $118,004. If funds are available, two more streets <br />may be added to the list. Ccrostruction on the streets will begin in 1994 mod. be <br />completed in 1995. The committee recoms~nded approval for the engineering <br />proposals. <br />2) Mr. Nashar congratulated School Superintendent Dennis Allen on his tenure in <br />North Olmsted and wished him well on his new assignment in Hudson. <br />Audience Partici tion <br />Ro~>ert~I~St~l Porter Road, anew resident to North 07mst~l, questior~d <br />haw the city would recoup the $49,000 loss of revenues if the Governor's budget <br />is approved. Mr. Burns explained that there. is a normal. appreciation in income <br />and property taxes and there is currently new constructican in the city which will <br />add new esmployment. Next, Mr. Strnad questioned the $118,0 ~nenmt mentioned by <br />Mr. Nashar. Mr. Nashar explained that was the cost of proposed engineering for <br />street repairs. Mr. Strnad then asked if the city had considered. a moratorium on <br />commercial building. Mayor Boyle explained that this would be counterpr©dtictive <br />to the economic development package that the city has adopted. He is currently <br />attempting to attract businesses, other than retail, which will bring in new jobs <br />to our city. The city does have zoning and building codes which must be <br />followed, and the newly completed master plan will provide guidelines for new <br />development within the city. Mr. Strnad also expressed concern over traffic <br />problems. Mayor Boyle and Mr. Bohlrnann explained that we have a Federal grant <br />for a traffic signalization program. The city has spent $300,040 for engineering <br />services for this project; and, as soon as the Federal arnl State .governments <br />complete a review, the project will be started. Mr. Strnad then ted that <br />since Wal Mart was not going to build a store on the Sherwin Willisa property <br />the city should take it by eminent domain aril make it a green area. Mr. Gateau <br />explained that the city could not buy land valued at over $2 million and make a <br />park. Also, the zoning on the property is for reial uae azxl changing zoning <br />classifications can cause serious constitutional problems. In addition, the Wal.- <br />Mart project is on hold and has not been withdrawn. <br />Margaret McKay, 5197 Colutmbia Road, commented that it would. be very difficult for <br />someone to learn all about the city in only one month. She explained that there <br />had been more improvements in North Olmsted during the Bast three years than in <br />the previous twenty years. She thanked the Administration for all the work that <br />has been done and expressed confidence that the good work would continue. <br />Mrs. Babas commented that the business commuiity does play an important part in <br />the makeup of the city. Businesses do provide jobs and are a convenience to <br />residents. As a realtor, she finds that when .people sell their homes they want <br />to advertise the convenience of Great Northern ar~d other businesses. <br /> <br />4 <br />~~~~sU, <br />
