Council Minutes of 4/20/93 <br />Finance Director Burns reported: 1) Mr. Burns met today with Bruce Warnock of <br />the Regional Income Tax Agency. As the former Finance Director of Bay Village, <br />Mr. Warnock initiated a program whereby contractors requesting permits or <br />licenses were denied issuance if they were .not current with their taxes. The <br />Regional Income Tax Agency is now in the process of developing a department to <br />deal specifically with ccx~ercial tax}~ayers. Until now, the basic thrust of <br />RITA's collection program-has been with the individual tax returns. The City of <br />North Olmsted has 46 delinquencies in corporation and partnership returns for a <br />total of $12,344; we have 393 delinquencies on the withholding return require- <br />ments for a total of $143,000. <br />2) Ordinance Nos. 93-57 through 93-60 are ~ first reading tonight. These are <br />note ordinances for the street program, the improvements to the Comna~riity Cabin, <br />improvements to recreational facilities grid storm culvert work. The Clerk of <br />Council is in receipt of the fiscal officer's certificates. <br />Mrs. Beringer, Chairperson of the Building, Zoning and Development Committee, <br />reported: 1) The committee met on April 15; in attendance were committee <br />members, Building Commissioner Conway, Assistant Engir~er McDermott, Finance <br />Director Burns and CounciLnan McKay. Agenda items were as follows: <br />a. Sunset Memorial, 6265 Columbia Road, a proposal to ccrostruct a chapel at the <br />north end of the property. Bryn Baracskai, president of Sunset Memorial, and Tom <br />Baracskai, vice president, presented the plans. The plans had been approved by <br />ARB on March 17 and by Planning Commission on March 23. The court has ruled that <br />there will be no enbaLn3ng an the site, and the chapel will be used for viewing <br />only. Additional. landscaping plans need to be submitted and approved. The <br />majority of the committee voted to approve the plans, but Mrs. Beringer did not <br />because she believes a cemetery is a non-profit organization encl. the addition of <br />the viewing rooms makes it a profit~mekng business. In addition, she felt that <br />the lights, traffic arx3. noise would impair the neighborhood. Mrs. Beringer moved <br />to approve the chapel at Sunset Memorial Park with the stipulation that the land- <br />scaping plans be submitted and. approved and with the rec< tions of ARB aril <br />Planning Commission; second by Mr. Nashar. Roll call: Beringer, no; Nashar, yes; <br />Musial, yes; McKay, yes; Lind., yes; Leonard, yes; Babas, yes. Motion passed with <br />6 affirmative votes and 1 negative vote. <br />b. Persinger Sunoco, 24584 Lorain Road, a proposal to construct a canopy and <br />pump islands. Mr. Stephens, contractor, and Harold Persinger, owner, presented <br />the plans. 'Ilia plans were approved by ARB on March 17 and by Planning Commission <br />on March 23. The landscaping plans were reviewed, but the engineering site plans <br />will need more detail. The committee had no objections. Mrs. Beringer moved to <br />approve under the conditions that the engineering site plans be submitted with <br />more details and with the recammerxiations of the ARB and Planning Commission; <br />second by Mr. Lind; motion passed unanimously. <br />c. Barton Oaks subdivision, a proposal to subdivide P. P. 233-3-2, 233-3-4 and <br />233-3-10 located at the north side of Barton Road near the Lorain County line. <br />It is anticipated that this development will have 25 residential sublots and 1 <br />non-included "Block A" parcel. The zoning is "B" residence. This project was <br />approved. by the Plarming Commission on February 23. Mrs. Beringer moved to <br />approve the preliminary plans for the Barton Oaks subdivision; second by Mr. <br />Nashar; motion passed unanimously. <br />2 <br />
