Council Minutes of 4/20/93 <br />d. A drive-up telephone located at Fuzzy's Tavern, 31635 Lorain Road. The <br />committee had no objections. Mrs. Saringer moved to approve the drive-up <br />telephone at 31635 Lorain Road; second by Mr. Lind; motion passed unanimously. <br />e. A drive-up telephone located at 27326-46 Lorain Road, in the southeast corner <br />of the parking lot adjacent to the first parking space. The ccxpmittee had ~ <br />objections. Mrs. Saringer moved to approve the drive-up telephone at 27326-46 <br />Lorain Road; second by Mr. Nashar; motion passed unanimously. <br />f. Ordinance Nos. 92-102 and 92-103, which are the lighting ordinances first <br />introduced by Mr. Tallon. There was a good. deal of discussion on the need to fix <br />the height of light poles. It was felt that a definite pole height taould take <br />away the ability of the Planning Commission to address light encroachr~nt on <br />residential property. In order to insure that homeowners are protected Arad that <br />the legislation is workable and .enforceable, the committee recommended that <br />Council hire an independent lighting expert to review the legislation. Ordinance <br />No. 93-56, which is on the agenda this evening, will provide fiords to hire the <br />lighting expert. <br />Mr. McKay, Chairperson of the Public Safety, Health and Welfare Committee, <br />reported: 1) The committee met on March 12. In attendance were Council Members <br />Beringer, Leonard, Nashar, McKay; Building Commissioner Conway; Service Director <br />Boh]snarm. The following agenda items were discussed: <br />a. Ordinance No. 93-44 which authorizes the demolition of a structure located at <br />31441 Lorain Road. After inspecting the site, the committee concurred with the <br />removal of the structure. The city will remove the structure and the cost will <br />be passed on to the owner in the form of a special assessment. <br />b. Ordinance Nos. 93-37 through 93-43 which provide for stop signs at seven <br />locations in the city. The committee and Mr. Boh]marm inspected all the sites, <br />and the committee recomr~~nded approval for all seven locations. <br />Mr. Lind, Chairperson of the Finance Co~mittee, reported: 1) The committee met <br />in joint session with the Streets & Drainage Committee on April 12. Present were <br />committee members, Finance Director Burns and Service Director Bohlmann. The <br />following items were discussed: <br />a. Ordinance No. 93-35 which authorizes the engineering services for the front <br />section of the Bretton Ridge subdivision. The estimated cost of the entire <br />renovation is approximately $3.5 million. This ordinance covers engineering and <br />associated legal expenses of approximately $102,000. The committee recommended <br />approval. <br />b. Ordinance No. 93-36 which will provide for engineering services for improve- <br />ments at the Wastewater Treatment Plant. The committee recommended approval. <br />c. Ordinance No. 93-45 which provides for new fee ranges for the Recreation <br />Department. The increases are needed due to increased costs.
