Council Mi.nu~es of 4/20/93 <br />d. Ordinance No. 93-4$ which is a note ordinance in anticipation of the issuance <br />of bonds for the purpose of acquiring various motor vehicles to be used. by the <br />Service. Department. Tl~ fiscal officer's certificate has been submitted for this <br />legislation. The committee recommended approval. <br />e. Ordinance No. 93-49 which is a note ordinance in anticipation of the issuance <br />of bonds for the purpose of acquiring a fire truck. The fiscal officer's <br />certificate has been submitted for this legislation. The comm~ittee~reconnyended <br />approves. <br />Mr. Nashar,~ Chairperson of the Streets & Drainage Committee, reported: 1) The <br />committee met on April 12. Present at the meeting were Council Members Se~inger <br />Musial, Lind, Leonard, McKay, Nashar; Service Director Bohlmann; Finance Director <br />Burns. The followirxg item was discussed: <br />a. Ordinance No. 93-35 which provides for engineering costs for the Bretton <br />Ridge subdivision. The entire project will take approximately 22 years. The <br />committee recommended approval. <br />Mr. Miusial, Chairperson of the Recreation, Public Parks and Buildings Committee, <br />reported: 1) Recreation Cammi.ssioner Fattlar would like Ordinance No. 93-46 <br />passed as soon as possible so that the Recreation Department can begin using the <br />concession trailer during the soccer season. Cc~nittee mess Babas and Nashar <br />have agreed that the legislation should be passed under suspension of the rules. <br />Audience Fartici tion <br />James Fleger -'"'`South O3cford Oval, is concerned about the poor cc~dition of <br />his''~treet. He distributed pictures of South Oxford Oval to Crnmci.l. Mr. Fleger <br />had spoken to Council about this problem two years ago. Several weeks ago, he <br />arxi his neighbors called the city to complain about tl~ street because of the <br />cinders in their lawns, the ruts, the holes, the damage to cars, and the safety <br />hazard. He has spoken to the Mayor about this problem and was told that an <br />engineering study mist be made. However, Mr. Fleger does not want to wait the <br />required time for this study to be done. He would like a commitment from someone <br />that the street will be repaired. <br />Mayor Boyle responded that he had explained the process to Mr. Fleger, arxi Mr. <br />Fleger had wanted the Mayor to give him a comni.tment of an exact date of ground <br />breaking for repair of the street. It is not possible to give an exact start <br />date at this time. City crews have been out to the street to assess it for slab <br />repair and found that it needs too much work for slab repair to be effective. <br />The street needs to be totally reconstructed. The Mayor explained the process <br />for street rehabilitation: The list of streets to be repaired will be submitted <br />to Council with the proper ordinances; Council will take the legislation into <br />committee to review those streets and review the assessments of those streets <br />from the Engineering and Service Depaactmients. In this way, the streets in the <br />most need are identified. This is the prc»cess that the city has used success- <br />fully in the past three years in order to repair and rehabilitate 200 streets. <br />More streets have been repaired in the past three years than in the past three <br />decades, and the work has been dome in a logical, professional manner. <br />4 <br /> <br />
