It would not have <br />made sense to fix the street before the sewer waork was complete. <br />Mr. Fleger repeated that he is only concerned about his street, and he wants a <br />carmitment of sane kind from the Council from the Mayor on when the the <br />repair of the street will begin. He would like his street to be included in the <br />current legislation calling for engineering on streets in Bretton Ridge. <br />Mayor Boyle explained that South Oxford Oval will be totally reconstructed; <br />however, the. proper process must be followed. An engineering firm will be hired <br />using the proper bidding procedures. Mayor Boyle explained that the city carrot <br />give all business to one engineering firm because this would be a "get rich <br />quick" plan for the engineering firm and a loss of taxpayers' money. <br />Councilman McKay explained to Mr. Fleger that the Safety Cex~mittee, along with <br />Councilman Nashar and Service Director Bohluiaxzn, had. inspected approximately 15 <br />city streets. South Oxford Oval was one of these streets. Mr. Bohlmann is going <br />to get a preliminary engineering report on these streets which will be submitted <br />to Council. Council will take that list and decide what will be done. Mr. McKay <br />explained that the city had no street repair progarran until Mr. Hoyle came into <br />office. As a Councilman, he had been asking for. ten years for such a program. <br />The whole problem is that the streets have been neglected for 30 years, arxi all <br />the streets caimot be done in a fours-year time frame. This originally was meant <br />to be a 15 year project, but the city is well ahead of that pace. This Adminis- <br />tration has been very successful in bringing in outside mcn7ey to repair our city <br />streets. Country Club B~levard and Elm Road are t~ streets that were repaired <br />with outside money. The city is making progress on the street repair program, <br />and South Oxford Oval is on the list of streets to be reconstructed. However, it <br />should be understood that this cannot be done averni.ght--the proper process must <br />be followed. <br />Service Director Bohlmann explained that, when the city seeks engineering <br />proposals, generally three to four firms are contacted. Currently, he is <br />soliciting bids from three different firms for the engineering of the Oxford Oval <br />streets. This will then be submitted to Council, and the best engineering firm <br />will be chosen. Mr. Bohlmaim commented that the intent was to do a slab repair <br />program on the Oxford Oval streets this year. However, after sperxing a goad <br />deal of time inspecting the streets, it was determined that South Oxford Oval <br />would need approximately 75X replaced. Instead of slab repair, the street will <br />be completely replaced; and this will probably occur in 1994. <br />Jay Power, President of the North Olmsted Firefighters Local 1267 of the <br />I.A.F.F., expressed his opinion that Ordinance No. 93-22, which prohibits smoking <br />in municipal buildings, was a violation of the firefighters collective bargaining <br />contract. He said that the City of Fiiuilay recently passed such a law but did <br />not apply it to union employees. H@ was not addressing the health issue, but he <br />did feel that the ordinance addressed the terms and conditions of employment. <br />5 <br />
