This is a <br />matter of health and how smokers are affecting the health of other people. He <br />feels that the City of Findlay was intimidated into not enforcing against the <br />collective bargaining units. He feels that the firefighters, who <br />deal with health issues on a daily basis, .should be sensitive to this issue. <br />Mr. Power said that the firefighters do understand tyre is a health factor <br />involved with second hand smoke anti several years ago had designated stroking <br />areas within the fire stations. He feels there are other health issues within <br />the fire station, especially diesel exhaust emissions, that need to be addressed. <br />Mrs. Babas commented that she had visited the fire stations and other city <br />facilities before sponsoring this legislation. The smoking areas in the fire <br />stations are the work repair room arxi the garage, Non-stmokers do have to go into <br />these areas and, even if stroking is not going on, the air is polluted.. She <br />commented that smokers have the option of going outside; they are not being asked <br />to stop smoking. Smokers are in the minority of the union, and she has received <br />a great deal of support for this legislation from union members. With regard to <br />the diesel exhaust emissions, this will be addressed with the construction of the <br />new fire station. <br />LEGISLATION <br />Ordinance loo. 93-22 introduced by Mrs. Babas was given its third reading. An <br />ordinance adopting a new and revised Section 521.10 of Chapter 521 entitled <br />"Health, Safety and Sanitation," which new and revised section shall be entitled <br />"Non-Smoking Areas in Places of Public Assembly and Public Buildings," as <br />amended. Mrs. Babas moved for adoption; second by Mr. McKay; motion passed <br />unanimously. Ordinance No. 93-22 adopted. <br />Resolution No. 93-30 introduced by Mayor Boyle on behalf of himself and Mr. McKay <br />was given its third reading. A resolution authorizing the Mayor to enter into a <br />contract with Browning-Ferris Industries of Ohio, Inc., for implementation of a <br />recycling program for apartments, sixi declaring an emergency. Mr. McKay moved <br />for adoption; second by Mr. Nashar; motion passed unanimously. Resolution No. <br />93-30 adopted. <br />Resolution No. 93-31 introduced by Mr. Lind was given its third reading. A <br />resolution authorizing the Director of .Public Service to advertise for and accept <br />bids for the improvement of the Deerfield subdivision, as detailed in the <br />specifications on file, and authorizing the Mayor to contract for same, and <br />declaring an emergency. Mr. Lind moved for adoption; second by Mrs. Saringer; <br />motion passed unanimously. Resolution No. 93-31 adopted. <br />Resolution No. 93-32 introduced by Mayor Boyle on behalf of himself arxi the <br />entire Council. A resolution authorizing the Director of Public Service to <br />advertise for bids for the construction of the sanitary sewer rehabilitation, <br />Phase E-1993, improvements at various locations in the City of North Orated, and <br />declaring an emergency.
