Council Minutes of 3/16/93 <br />Mr. Lind, Chairperson of the Finance Committee, reported: 1) The Finance <br />Committee met on Monday, Tuesday and Saturday of last week. The following city <br />departments were discussed: <br />a. Service and Engineering Department had no changes made to their requests <br />since they were submitted at the lowest possible amounts. <br />b. The Capital Improvements Fund was. discussed at length and changes were made <br />to individual projects. The list was reduced by X19,000, which put it at <br />approximately $3.4 million. Mast of these funds are to b+e borrowed, encl. there is <br />an understanding that up to $160,000 would also be considered for the Recreation <br />C~nission if a formal project recommendation is made. <br />c. Additional funds were added to the Police Department for school crossing <br />guards and auxiliary police. <br />d. In the Fire Department, it was decided to require new fire personnel to be <br />paramedic certified. This will reduce overtime and schooling costs. <br />e. Due to union contractual requirements, significant adjustments were made to <br />Recreation personnel costs, wages and PERS. A projected increase of revenues <br />will probably offset the majority of these higher staffing expenses. <br />f. Wastewater Treatment, Bus Fund, Law, Finance and Personnel/Admnistration <br />were also discussed. The Bus Fund was left untouched because the full impact of <br />the RTA cuts will not be known for same time. Very minor changes were made to <br />the Law Department. <br />Overall, the appropriations reflect the Admi.nistration's desire to curb spending <br />and allow department heads the ability to move amounts between individual items <br />within afund--with the approval of the Director. The additional 27th pay this <br />year has resulted in approximately $400,000 additional expenses. Ordinance <br />Nos. 93-18 and 93-19 will be passed ur~.er suspension of the rules. <br />Mr. Nashar, Chairperson of the Streets & Drainage Committee, reported: 1) The <br />committee met on March 15, and in attendance were Council Members Beringer and <br />Nashar and Service Director Bohlmarzn. The following item was discussed: <br />a. Ordinance 93-28, pertaining to the easement for the installation and main- <br />tenance of a water line on Duane Road. This will be a connecting water line with <br />the Selhurst/Silverdale water line. The committee recommended approval. <br />Audience Partici,pp Lion <br />Davic~Wol s.~,`~2stchester Drive, wanted a timetable on landscaping repairs <br />to his backyard becau~ of the Rice Ditch improvements. In addition, he wanted <br />to know why the replacement fence is cyclone instead of green vinyl. <br />Service Director Bohlmamz explained that landscaping would begin as soon as the <br />weather improves. The yard will be graded. arxi reseeded and trees arxi shrubbery <br />will be replaced. However, trees that were in the ditch were in the city <br />4 <br />
