Council Minutes of 3/2/93
7) Along with Service Director Bohlmann and City Engineer Deichmarm, have met
with Developers Diversified concerning the Moen project. The city is considering
a gravity system to take the sanitary sewage away from that property. However,
Developers Diversified is insisting on a small lift station for that area. City
Engineer Deichmann agrees it would be engineeri.ngly sound to use a lift station;
however, the costs involved are greater than a gravity system. Discussions on
this topic are continuing.
8) Have also had discussions with Moen concerning lighting for their parking lot.
In order to minimize the effect On the nearby residential area,. the lighting has
been redesigned ~ has been approved by various city boards and casni.ssi.ons.
The lighting ordinances that are currently before Council would require Moen to
return in five years and again seek approval. In addition to Moen, CEI is also
proposing sane alternatives to the present legislation. These ideas will be sent
to Council for review. Their main idea is that there is nothing intrinsically
wrong with a 30 foot pole as long as the fixture is proper. Urxier current
technology, the fixtures can be regulated to achieve the effect that is desired;
namely,. that commercial lighting not spill over into residential areas.
9) the Ohio Departm~t of Co~merce has released the yearly list of unclaimed
funds. Of the $22,829,000 unclaimed funds in Cuyahoga County, approximately
$122,000 belongs to North Olmsted residents. As in the past, the Department of
Personnel & Administration will try to contact every person on the list from
North OLnsted.
10) The Board of Control has awarded bids for reconstruction of Maria and Rosita
and the air-conditioning of the Community Cabin. The bids received on Maria and
Rosita were approximately $100,000 lower than the engineer's estimate and have
been passed contingent on the appropriation of funds. The funds for air-
conditioning the Cabin have been appropriated and that bid was awarded.
11) For the eighth consecutive year, North Olmsted has been named "Tree City",
and the awards ceremony will be held in Solon in the near future.
12) Due to the retirement of Capt. Lee Scott of the Police Department, we will be
promoting two officers. On Tuesday, March 9, Lt. George Ruple will be promoted
to Captain and Sgt. Jamie Gallagher will be pranoted to Lieutenant. In addition,
a new Sgt. will be sworn in as soon as the examination scores are available. All
our employees scored very well in comparison to the national scores, and we are
very proud of them. The Police Department is now at full complement.
13) The City of Middleburg Hts., which is approximately one-third. the size of
North Olmsted, has unanimously adopted the North Olmsted pay justification for
the office of Mayor.
Law Director Gareau reported: 1) With respect to the fire station property, Mr.
Kerner has insisted that a hearing be held on the question of the city's
necessity for this property. The baring will be held on Thursday, March 4, in
Probate Court.
2) The Records Camlission recently held an organizational meeting to establish a
program of records control for the city. Each city department will soon receive
a survey form to complete. The Catmi.ssion will then determine the volume axui age
of these records and establish a policy for record destruction. However, some
records, such as Council legislation, are preserved forever. The Commission will
also look at different methods of keeping and/or storage of city records.
2
