Council Minutes of 3/2/93 <br />3) The Cable Advisory Board met on Thursday, February 25. The first negotiations <br />session with Cablevision will be held on Thursday, April 1. <br />Finance Director Burns reported: 1) The city is in contact with the Ohio Public <br />Works Commission concerning the feasibility of obtaining 4.8% loans for the city <br />sewer rehabilitation program. These loans would replace the need for bonds which <br />carry an interest rate of 6~X; also, we may be able to finance the 1985 and prior <br />bonds which carry interest rates of up to 9zX. <br />Mrs. Beringer, Chairperson of the Building, Zoning arx3. Development Committee, <br />reported: 1) The co3mnittee met on Wednesday, February 17. In attendance were <br />Council Members Lind, Nashar, Beringer; Building Commissioner Conway; Assistant <br />Engineer McDermott. Agenda items were as follows: <br />a. Nightfall Night Club, 30850 Lorain Road. Mr. Ken Martin, architect, <br />presented a revised landscaping plan and a plan for repaving the parking lot. <br />The Board of Zoning Appeals has granted variances for landscape buffers and a <br />ground sign. The Platming Commission has approved the plans. Mr. Martin <br />indicated that all fourteen points of concern to the rieig~bors had been addressed <br />satisfactorily. The BZD Committee had no objections. Mrs. Beringer moved to <br />approve the Nightfall Night Club site plan of landscaping and. repaving the <br />parking lot with the recommendations of ARB and Planning Commission; second by <br />Mr. Nashar; motion passed unanimously. <br />b. Spremu].li Marathon, 28700 Lorain Road, a proposal to construct a canopy Doer <br />the pump island. Mr. Spretmulli presented the plans for landscaping and the <br />canopy. The BZA has granted a 10 foot variance for right-of~way to install the <br />canopy. The plans have been approved by the ARB and Planning Commissi~, and the <br />BZD Cannai.ttee had nD objections. Mrs. Beringer moved to approve the installation <br />of a canopy over the pump island. at Spremulli Marathon with the recoations <br />of ARB and Planning Commission; second by Mr. Lind; motion passed unanimously. <br />c. Thomasville Home Furnishings, 24869 Lorain Road, proposal to renovate the <br />existing canopy and brick-in two existing doors. Mr. Kipp presented the plans <br />for renovation of the store to make it more compatible with the existing <br />businesses. The plans were approved by P1aYming Commission on January 12 and the <br />ARB on January 20. The BZD Committee had no objections. Mrs. Beringer moved to <br />approve the renovations for Thomasville Home Furnishings with the recommendations <br />of ARB and Planning Commission; second by Mr. Nashar; motion passed unanimously. <br />d. Rally's Restaurant, 27208 Lorain Road. Mr. Lee Pozek, architect, presented <br />the glans for the construction of a drive-through only food service outlet. A 25 <br />foot setback variance was granted by BZA. The plans have been approved by ARB <br />and Planning Commission, and the BZD Committee had no objections. Mrs. Beringer <br />moved to approve Rally's Restaurant, 27208 Lorain Road, with the recommendations <br />of ARB and Planning Commission; second by Mr. Lind; motion passed unanimously. <br />Mr. Nashar commented that all traffic exiting the restaurant, either on Dover <br />Center Road or on Lorain Road, will be required to make a right turn only. <br /> <br />3 <br />
