Council Minutes of 3/2/93 <br />f. Because of past experiences with Malcolm Pirnie, we feel confident in this <br />company's ability to perform. A number of engineering firms have been used for <br />projects at the Plant; however, MalcoLn Pirnie is the first engineering firm that <br />has brought the Plant into EPA compliance. <br />Mayor Boyle reiterated. what Mr. Bohl~nn had said about timing schedules being of <br />importance to the Issue 2 fur~di.ng. The city is obligated to abide by these time <br />regulations. Mr. Burns rated that the funding is a $2.7 million interest-free <br />loan on which the principal. payments do not begin until July of 1996. Mrs. Babas <br />and Mr. Nashar questioned whether the city would have recourse against the title <br />company for the cost over-run on the Duane Road project. Mr. Bow answered <br />that the city would have had to spend:the may for the improvements requested by <br />Mr. Limpert; however, the costs should have been part of the bid package. <br />Mr. Lind, Chairperson of the Finance Cosanittee, reported: 1) The committee met <br />on Monday, March 1. In attendance were Council Members Babas, Nashar, Musial, <br />Lind; Mayor Boyle, Finance Director Burns; Service Director Bohlmeumz; Persormel & <br />Administrative Director Wilamosky. Agenda items were as follows: <br />a. Ordinance 93~-21, which autl~rizes the Mayor to enter into an agreement with <br />the Ohio Department of Transportation to utilize the State cooperative purchasing <br />program. Tha city intends to purcY~se two 22 ton trucks, which will replace an <br />existing truck and. add a new one to the fleet. Because the State bays in such <br />large quantities, the prices are much better than what can be negotiated by a <br />single city. The committee recam~nded approval. <br />b. A preliminary report ors the appropriation ordinance and the organizational <br />chart ordinance, Ordinances 93.18 aril 93-19. <br />c. Ordinance 93-29, which will appropriate $1,500 for a consultant to provide <br />expertise and assistance in choosing the Data Processing Commissioner. This <br />legislation will be passed under suspension of the rules. <br />2) Mr. Lind scheduled Finance Committee meetings for Monday and Tuesday, March 8 <br />and 9, from 7 p.m. to 10 p.m. <br />Mrs. Babas, Chairperson of the Intro-Goverrmyental Relations and Legislative <br />Committee, reported: 1) On February 24, the Legislative anti Eaivironmental <br />Committees held a joint meeting to discuss Ordinance 93-22, which will provide <br />for smoke-free municipal buildings. Concerns of smokers in various city areas- <br />senior citizens, Fire Department, Police Department and Administration--were <br />discussed. Mrs. Babas has visited the Fire and Police Departments and the Senior <br />Center to view the current smoking areas. This ordinance will require further <br />study, and similar legislaticxi from other cities will be examined. A tentative <br />meeting for further discussion is set for 7:30 p.m. on Wednesday, March 24. <br />Audience Partici tion <br />.war Koryta, ~ itehaven Avenue, who is a school guard, expressed concern <br />about a newspaper article which quoted Mrs. Saringer as suggesting that Council <br />cut the school guard progrffin from the city budget. <br />5 <br />~~~~:~~; <br />
