Council Minutes of 3/2/93 <br />Audience Partci tivn (continaaed) <br />Mrs. Saringer exp t was not advocating the abolishment of the school <br />guard program. She said that the cost of funding the school guard program cues <br />up each year when appropriations are discussed. Some meters of Cot~cil believe <br />that the city should not bear the cost of the school guard program. There is <br />concern that the cost could become a burden to the city. Her ~t was off the <br />record and not meant to be taken seriously. <br />Mr. Koryta said that. the cwt had been taken seriously by the sc~ol guards. <br />He said that, although one person hed previously sought loymt c tion <br />during the susmer, virtually 1tX~ of the school guards were mt interested in <br />full-time employment. He felt that the school guards should have begin contacted <br />for input in this discussion. He also t~derstands Mr. Leonard's cxmcern for the <br />city; however, ~ should be aware of file pasiticari of the guards. The guards are <br />there for the protection of the younger school children. <br />Mr. Leonard explained the background of the controversy. About a month ago, he <br />had polled Council to see how they would feel about appropriating the east of the <br />school guard program to the school board. He was profited to da this because, <br />when the school system was trying to pQ$s the recent Levy, orie of the cutbacks of <br />the levy failure would have been the elimin~tian of school bus routes. This, of <br />course, would have required the hiring of more school guards at a cost of <br />approximately seventy to ninety thousand dollars. He felt that the city should <br />not have to bear the burden of the school's tax problems. During the polling <br />process, Mrs. Saringer m~e an off-the-cuff remark which was printed in the <br />paper. There has been r~ reciuest for legislation. <br />Mrs. Bahas agreed that through the years the placement of the school guard <br />program has been a ctionahle matter. The ~ are protecting school <br />children, but they are receiving their training from the city Police Department. <br />Whether the cost is in the sch©o l budget or the city budget, the public will <br />still be paying. Her, if a sftuatiori should occur that would require the <br />hiring of many extra guards, then a compromise would have to be reached. <br />Mr. McKay said that a serious, unsuccessful attempt to turn the school guards <br />over to tip schools had bmen e a r~nber of years ago. He believed that, at <br />that time, Law Director Gareau had said that it was the duty of the city to <br />provide for the safety of children. <br />LgGISLATION <br />Ordnance Flo. 93-9 introduced by Mr. McKay was given its third reading. An <br />ordinance establishing the organization arxi compc~si.tion of the non-~iform, part- <br />time perscrm~el of the Police Department and declaring an emergency. Mr. McKay <br />moved for adoption; second by Mrs. Saringer; motion passed vnanimously. Ordinance <br />No. 93-9 adopted. <br />Resolution No. 93-12 introduced- by Mr. Lind was given its third reading. A <br />resolution authorizing the Director of Public Service to advertise for and accept <br />bids for uniforms far Wastewater Treatment Plant and Service Department <br />persormel, as detailed in the specifications on file, and authorizing the Mayor <br />to contract for same, arid" c~e].~ri:ng ~ emergency. Mr. Lind moved for adoption; <br />second by Mrs. Saringer; motion passed unanimously. Resolution No. 93-12 <br />adopted. <br />6 <br /> <br />
