Council Minutes of 2/16/93 <br />c. Resolution 93-13, which authorizes the Director of Public Service to <br />advertise for aixi accept bids for analytical services to support the Wastewater <br />Treatment Plant. Since the cast has. consistently exceeded $10,000 per year, bids <br />are warranted. The committee recommended approval. <br />d. Ordinance 93-14, which provides far the issuance and. sale of $2,000,000 in <br />notes in anticipation of the issuance of bonds to cover the cost of Phase E of <br />the sanitary sewer rehabilitation project. The committee reca~ed approval. <br />2) On that same evening, the Finance Committee held a joint meeting with the <br />Recreation Committee. Mr. Musial will report on that meeting. <br />Mrs. Babas, Chairperson of the Legislative Coarmi.ttee, moved that Council make the <br />following appointments: Susan Ferencilc to the Architectural Review Board for the <br />term of Jarn~ary 1, 1993 through Deeembex 31, 1994; Marsb~a Ids to the Planning <br />Commission for the term of January 1, 1993 through December 31, -1997; Anthony <br />Smeraldi to the Landmarks Commission for the term of Jax3vary 1, 1993 through <br />December 31, 1994. The motion was seconded by Mr. Nashar acid unanimously passed. <br />Although he did not have a committee report, Mr. Nashar wanted to compliment the <br />Service Department and the fine job of maintaining city streets dtaring the snow <br />storm. Mrs. Babas concurred that North Olmsted had cleaner streets than six <br />suburbs that she had visited during the day. ~ ~. <br />Mr. Musial, Chairperson of the Recreation Committee, reported: 1) The comamttee <br />held a joint meeting with the Finance Committee on Tuesday, F~b?r~aary 9. The <br />committees discussed the proposed capital improvement plan as s~xbmitted by the <br />Parks and Recreation Commission. The Finance Committee accepted the report with <br />a few amendments that did not change the overall concept but did put the proposal <br />in perspective to the operations of the city. <br />Mr. Nashar moved that Ordinances 92-102 and 92-103 be tabled until March 16 to <br />allow the Chamber of Commerce and CEI to submit recommendations; second by Mrs. <br />Babas. Roll call: Nashar, yes; Babas, Yes; Lima, Yes; McKay, yes; Musial, yes; <br />Saringer, no. The motion passed with 5 affirmative votes and 1 ryegative vote. <br />Mr. McKay asked for clarification that Council would indeed be voting on this <br />issue on March 16, and Mr. Nashar said that was his intention. However, Mr. <br />Boehmer noted that if substantial changes were made to the leg:i.slation, it would <br />have to be referred back to the Planning Commission. Mr. Gareau concurred with <br />this assessment, and Mrs. Saringer noted that another public hearing might need <br />to be called. There is some question as to whether all this can be accomplished <br />in one month. The Chamber of Commerce and CEI were requested to submit their <br />recommendations within the next two weeks. <br />No Audience Participation <br />LEGISLATION <br />Resolution No. 93-6 introduced by Mrs. Saringer was given its third reading. A <br />resolution accepting for retarding purposes only the Cinnamon Woods Development <br />Plat in the City of North Olmsted. Mrs. Saringer moved far adoption; second by <br />Mr. Musial; passed unanimously. Resolution No. 93-6 adopted. <br />3 <br />„~~ r, .._ .. ~~_ <br />
