Council Minutes of 1/19/93 <br />5) Mayor Boyle attended the Cuyahoga County Planning Commission meeting held on <br />January 17. The commissioners have asked Mayor Boyle to accept a reappointment <br />as the representative of the western suburbs. The following topics were <br />discussed at tree meeting: an alternate fuming mechanism for solid waste <br />recycling; the results of a county-wide survey about sub-standard buildings with <br />comparative data from a similar survey cor~:ucted in 1984.. In 1990, North Opted <br />undertook a program to eliminate all sub-standard structures, preferably through <br />renovation. The current. survey is evidence that the program is a success. In <br />the target area, the number of sub-standard multi-family d~lings t~s been <br />reduced to zero. The sub-standard cormiercial structures are down to 22 from 40. <br />6) On January 8, the Mayor met with NASA representatives to determine what <br />assistance could be given to the city with regard to the prcrp~osed Electronic Data <br />Processing Department. NASA's services wuul.d be limited to helping with <br />analysis, recommending architectures, co-authoring specifications -for hardware <br />and software and sitting in on interviews with potential EDP peril. NASA <br />cannot install hardware or software, write programs, modify programs, de-bug <br />programs or conduct purchasing. NASA has rec that we hire. an EDP staff, <br />beginning with a department head and an assistant. The salary recas~endatcros <br />were: department head, $40,000 - $45,000; assistant, $27,000 - $32,400. The <br />NASA consultants also indicated that the EDP should be an on-going department aril <br />advised against hiring an outside consultant. <br />Law Director Gareau reported: 1) The complaint and quiet title action in the <br />Deerfield recreation case have been filed. <br />2) A malicious prosecution case has been filed by the husband why had been <br />arrested in a domestic violence call. We have filed a motion for summary <br />judgment raising the issue of governmental immuiity. <br />3) In the firefighter's case dealing with Capt. Smith and the National Guard, a <br />brief has recently been filed. <br />4) Relative to the appropriation case for the fire station, the Kerner case, an <br />answer has been filed by .their attorney raising the issues of necessity and <br />price. Next week a hearing will be held relative to the issue of necessity. The <br />city has had a preliminary architectural review of this area; hopefully, we can <br />put that issue to rest ark. proceed on the issue of whether or not the appraised <br />value is in fact the appropriate valve to pay for the land. <br />Finance Director Burns reported: 1) The city has begun the program of filing <br />civil actions against non-paying taxpayers. In December of 1992, $89,046 was <br />taken to hearing; in January of 1993, another $36,676 has been taken to hearing, <br />for a total of $125,722. In addition, after notification to taxpayers that their <br />cases would be going to court, the city has collected $11,112. The total of <br />$125,722 compares to a figure of $139,000 that had been submitted to the court <br />since 1980. Up until this program began, the city had on.l.y submitted $14,0 to <br />the court for collection. <br />Mrs. Beringer, Chairperson of the Building, Zoning and Development Committee, <br />reported: 1) The committee met on January 13.
