Council Minutes of 1/19/93 <br />Engineer Dave McDermott; Mr. Margolius from Jamestown Apartments. Agenda items <br />were as follows: <br />a. Ordinance No. 93-6 which is a resolution accepting for recording purposes <br />only the Cinnamon Woods Development Plat. This will create two sublots and <br />includes the extension of Service Road A. The plan was submitted and approved by <br />Planning Commission on January 12. It has also been approved by the City <br />Engineer and it conforms with the ordinances ar~d resolutions of the city. The <br />committee had no objections. Mrs. Beringer moved to approve the lot split and <br />dedication for Cinnamon Woods; second by Mr. Nashar; motion passed tmanimously. <br />b. Ordinance Nos. 92-102 and 92-103 which establish a new section of the Zoning <br />Code relating to commercial lighting. Mrs. Beringer explained to the CEI <br />representatives that this legislation had been proposed to deal with the <br />complaints of citizens with regard to light pollution. The CEI representatives <br />thought that, in some instances, the language was ambiguous and the standards <br />would be difficult to enforce. The comm_i.ttee advised them to put their <br />objections in writing and submit them to the Legal Department. A public hearing <br />will be held on this issue at 7 p.m. on Tuesday, February 16, 1993. <br />Mr. McKay, Chairperson of the Public Safety, Health and Welfare Committee, <br />reported: 1) Moved to approve a liquor permit transfer changing the name of <br />United Dairy Farmers, 24662 Lorain Road, to United Dairy Farmers Limited <br />Partnership II, DBA United Dairy Farmers 325, 24662 Lorain Road; second by Mr. <br />Leonard; motion passed unanimously. <br />2) Moved to approve a liquor permit transfer changing the name of Donna's Lounge, <br />29843 Lorain Road, to Deb D S Lounge, 29843 Lorain Road; second by Mr. Leonard; <br />motion passed unanimously. <br />Mr. Lind reported for Mrs. Babas, Chairperson of the Intra-Governmental <br />Relations, Legislative and Long-Range Planning Committee: 1) The committee met <br />on January 11. Agenda items were as follows: <br />a. The Comnnuiity Development Block Grant application. The city is currently in <br />the second half of a two-year application for land acquisition for senior <br />housing. In 1991-1992, the city received a grant of $150,000; in 1992-1993 the <br />city will receive another $150,000. There are several other programs that the <br />County has available, and these will be looked at in more detail and greater <br />depth in the future. In the absence of a specific requirement for legislation, <br />Hunan Resources Director Copeland has the permission of Council to file an <br />application. He will submit legislation at a later time if it is required. <br />b. Ordinance No. 93-1 which establishes the Blue Ribbon Committee to study <br />methods of setting salaries for elected officials. The committee discussed this <br />issue at length, and preliminary ground rules are currently being drafted. <br />Mr. Musial, Chairperson of the Recreation, Public Parks and Buildings Committee, <br />reported: 1) The Parks and Recreation Commission met on January 13. The <br />Recreation Department reports increased revenues of 8% overall, with specific <br />areas such as gymnastics and concessions as high as 11% to 17%. The Commission <br />has forwarded to the Cleveland Metro Parks their views on enhancements to be <br />considered by Metro Parks.
