Council Minutes of 1/19/93 <br />be forwarded to Council for review. The Commission reviewed and approved a <br />capital improvements proposal that reds expenditures of approximately <br />$217,000 per year for six years and additional expenditures on items related to <br />paving, lighting and drainage of recreational areas throughout the city. This <br />proposal has been forwarded to Council's Recreation Committee for consideration <br />and possible transfer to the Finance Committee for review. <br />2) As an example of the usage at the Recreation Center, Mr. Fattlar reports that <br />on Martin Luther King Day mare than a thousand skaters. visited the Rec Center. <br />Overall, more than 1,800 people visited the Center on that day. <br />3) Mr. Musial scheduled a Recreation Committee meeting for 8 p.m. on Tuesday, <br />January 26. <br />Audience Partici tion <br />Brian Yaniga, Lucydale Avenue, asked the Law Director how to go about <br />instituting a block watch program. Mr. Gareau suggested ~ contact the Safety <br />Department and/or the Police Department. Mr. Lind suggested he contact Patrolman <br />Russ King who is the c~manity liaison for the Police Department. <br />Mr. Yaniga, who is a Mason Shoe dealer, asked why he had been refused a license <br />to operate in North Olmsted. Law Director' Gareau explained that door-to-door <br />solicitation was not permitted in North Olmsted. <br />Tom Cancian, 6224 Stafford Drive, has spoken to Mr. Nashar but wanted Council to <br />be aware of the flooding problems an Stafford Drive in the Bretton Ridge develop- <br />ment. He has had flooding problems this past July, September and December. Mr. <br />Cancian feels that the sewer line in this area is insufficient. He wanted to <br />know the city's plans for repairing the street, videotaping the sewers and <br />solving the flooding problem. He would like the city to fix the sewers before <br />any street repair work is done. Mr. Nashsr commented that this past sinner a <br />service crew had worked on Stafford Drive and replaced some of the storm drain <br />lines. He agreed that the flooding problem must be addressed before the street <br />repair program is begun. Mr. Bohimarm said that the city is currently seeking <br />proposals for engineering services for the Bretton Ridge subdivision. If the <br />funds are appropriated, the project will proceed. It will probably be a two- <br />phase project over two years. The project will be similar to what was dome in <br />the Park Ridge development where parallel storm sewers were installed and the <br />sanitary sewer infrastructure was repaired. Mr. Boh]maxm also agreed that the <br />flooding problems should be addressed before the street repair grogram. Mr. <br />Cancian asked whether street lights could be installed in the Bretton Ridge <br />development. Also, he would like no parking signs for the fire hydrant side to <br />be installed. Mr. Nashar commented that he had written an article for the <br />Homeowners' Association newsletter asking residents to comment on these two <br />issues. Of the approximately 5'40 homes, only 60 replies were received. However, <br />the majority were in favor of street lighting but not in favor of the no parking <br />signs. <br />Brian Yaniga, 5141 Lucydale, said there was a drainage problem on his property. <br />Mr. McKay and Mr. BohLnarn determined that this problem was similar to the <br />problems occurring on Andrus. Mr. Bohlanann will have someone look into this. <br />Pat Scott, 26887 Kingston Circle, Chairperson of the AFSCME Clerical-Technical <br />bargaining unit, wished to address Council with regard to the fact finder's <br />report. Since Council plarnned to adjourn into executive session to discuss this <br />issue, Mr. Boehmer suggested that Mrs. Scott hold her counts until later in the <br />meeting. <br />4 <br />~,., ..~., ~ . u . <br />
