Council Minutes of 11/15/94 <br />easement from Great Northern Properties Company for an additional water main <br />easement. Great Northern. Properties Company is responssbie for the constzuction <br />expenses for the water mains within the easement. The committee had no objection and <br />recommended approval. <br />AUBIENCE PA~TICII' l±l <br />Susan Walker, 5653 Dorothy Drive, lives across the street from a property that is not <br />being kept up. She feels this pr~ezty is taking away from the value of her property. Mrs. <br />Walker is happy to hear that Mr. Nam' and Mr. Limpert are working on an exterior <br />maintenance code because she feels there is a need for such a program in order to make <br />people comply with the standards of the community. Mr. Nashar commented that the city <br />had intervened several times on this issue and just this week had issued another five-day <br />notice to the resident. <br />Beverly Schultz, 5674 Dorothy Drive, lives next door to the poorly maintained property <br />and is concerned. Mrs. Schultz said the problem goes beyond lawn mowing. The <br />structure is being left to go downhill. The gutters were falling down, but were r~aired <br />yesterday probably as a result of the notice sent by the city. There are dead trees and <br />branches in the yard. She sugge~ed that Council Members drive by and look at this <br />property to see the extent of the violations. <br />Dennis Lambert, 25057 Carey Lane, suggested that if the Architectural Review Board was <br />part of the Charter then there could be enforcement of standards with regard to signage <br />and murals. Mr. Gareau explained that the Charter allows for the estab ' t of zoning <br />ordinances and within the city Zoning Code there is a provision for the establishment of an <br />Architectural Review Board. The ARB membership consists of two architects, a <br />landscape planner and people working in the building trades. The makeup of the board <br />has worked well for fifteen years; however, he feels there is a need for standards which the <br />board can apply to proposed projects. <br />In referring back to the problem on Dorothy Drive, Mrs. Saringer said she too was <br />anxious for the adoption of a home maintenance code. It had been her undezsttandhtg that <br />the Housing Council was working on adoption of such a code. Mr. McKay replied that <br />the Council had looked at one proposal, but it was considered too restrictive. The city <br />just did not have enough inspectors to enforce the code and Building Co er <br />Conway said he would investigate another proposal Mr. Gareau sugge~ed that the <br />Finance Committee be contacted about this issue because the adoption of a home <br />maintenance code would require the hiring of several inspectors. Mr. Nashar said he had <br />discussed the possibility of adding another employee to the Building Department with <br />Building Commissioner Conway. Mr. McKay noted that the Housing Council had cut <br />down on the number of required inspections on home additions because of the lack of <br />inspectors. He feels that home maintenance inspections would require more than two or <br />three inspectors.
