Council Minutes of 11/15/94 <br />problem areas for inspectors. Mayor Boyle commented that there was more to be done <br />than just identifying the problem areas. He noted that the city inspectors are all certified, <br />and the demand for certifiedm~ectors surpassed the supply. The Fin~ce Comnnttee has <br />discussed the hiring of three people for the Building De~artme~t, and Charmperson Lind is <br />committed to allocating mtmey for the new inspectors. This ~ is very complex and <br />will require the outlay of fiords if the city commits to a home maintenance grogram. <br />Mrs. Walker said that her reason in coming to the meeting was not to ask for the hiring of <br />more inspectors but rather to ask for same type of axle w will require residents to do <br />routine maintenance on their property. Mayor Boyle responded that having a home <br />maintenance code will not make peapie comply. The city mum have inspectors to enforce <br />the code, and this will cost money to do properly. <br />Mr. Gareau suggested that Council might want to look into point of sale inspections. <br />Many older communities have such a program, and it is a good method of maintaining the <br />housing stock. <br />Safety Director Kasler said that an effort was being made to come up with an enforceable <br />maintenance code. Simply having a code in place would be of no hey whhout the people <br />to back it up. Building Commissioner Conway is looking into the po~Y of hiring an <br />inspector for residential maintenance and two or three others who could sl-1rt their time <br />between residential and another type of inspection. In addition, Mr. Conway is committed <br />to reorganizing the Building Department to better service all areas of responsib~ty. The <br />Safety Department will work with Council on the appropriation of fluids for this program. <br />LEGISLATION <br />Resahition No. 94-160 introduced by Mr. Lind was given its second reading. A resolution <br />accepting the amounts and rates as determffiesd by the Budget Coon and authorizing <br />the necessary tax levies and c~ntifiying them to the County Auditor. Mr. McKay moved <br />for suspensson of the rules requiring three readings; second by Mr. Musial; motion passed <br />unanimously. Mr. McKay moved for adoption; second by Mr. Musial; motion passed <br />unanimously. Resohrtion No. 94-160 adopted. <br />Ordinance No. 94-163 was introduced and placed on first reading by Mr. McKay. An <br />ordinance authorizing the Director of Public Service to make emergency repairs on the <br />vacuum filter system at the Wa~ewater Treatment Plant, without public bidding, and <br />declaring an emergency. <br />Ordinance No. 94-166 was introduced and placed on first reading by Mrs. Saringer. An <br />ordinance vacating a portion of a water main ease-t located on property now owned by <br />Great Northern Properties Company, as recorded in Vohune 191 Page 78 of Cuyahoga <br />County Maps and Records, and fiuther accepting an easement from Great Northern <br />Properties Company for an additional water main easement, and declaring an emergency. <br />6 <br />i <br />
