Council Minutes of 11/1/94 <br />6) Our local firefighters will no longer participate in charitable fimdraia~g with county <br />firefighters because it has been de~ermffiexl that 80% of the monies collected were being <br />used for admmi~rative fees. Firefighters Local 1267 will continue to conduct their own <br />charitable fiurdraising projects. <br />7) The Ohio Department of Transportation has agreed to fiend $900,040 for noise <br />barriers on the Stearns Road project, which is targeted to begin. in 1998. However, the <br />cost for mounding, landscaping and fencing will not be addressed. At today's prices, the <br />cost for these items would be approximately a half n dollars. <br />8) The purchase of Springvale was oompleted as of last Friday. Springvale empkfyees has <br />been signed up as city employees, invutories have been completed, etpaipment <br />maintenance has been scheduled in the ~Y Service Garage artd the insurance coverage has <br />been negotiated. The city en,~yed a profrtabl+e wedcend of gaff agd dancffig at Springvale! <br />9) The Mayor has received re ' from Plarmffig C s Bryn C~rrris <br />and John Thomas. He is n Robeat I~oeth for ane of the opgs. Mr. ICoeth <br />was a member of the 19~ Charter Review Co and has been active m various <br />community projects. <br />10) The Mayor is nominating John Holt for membership on the Human Resources <br />Advisory Board to complete the term of Fred Hatton who recently resigned. <br />11) A Mastick Road resident recently wrote the Mayor to commend a TreaUnut Plant <br />employee who aided him when he collapsed with a heart attack near the plant entrance. <br />We are certainly proud of our employee. <br />Mr. Nashar and Mrs. Saringer commuted that Mr. Dorris and Mr. Thomas had given <br />many years of service to the city as nnembers of the Planning Commission. Both members <br />have participated in very difficult and challuging decisions. They will both be missed. <br />Mayor Boyle said that he had asked Mr. Dorris to consider serving on the 1995 Charter <br />Review Commission. <br />Finance Director Burns reported: 1) On October 25, the budget hearing with the County <br />Auditor was held to determffie the tax rates for 1995. The rates are comprisexi of the <br />following: 11.1 Charter millage; .7 mill recreation; .8 mr~l sewer debt. The total 12.6 mdls <br />is a half mill less than what was assessed last year. <br />Mr. Nashar, Chairperson of the Public Safety, Health and Welfare Committee, reported: <br />1) The committee met this evening to discuss a liquor transfer for the Star Lwnge. The <br />committee had no objections. Mr. Nashar moved that Council have no objection to the <br />DS liquor permit transfer from Wr'lh'am Dembie, DBA Star Lounge, 29344-52 Lorain <br />Road to Angad Niwas, Inc., 29344-52 Lorain Road; second by Mr. Limpert; motion <br />passed unanimously. <br />2) The Council as-a-Whole Committee met on October 26 to discuss Ordinance 94-148 <br />which provides for fees for emergucy medical service. The committee discussion was <br />quite lengthy and included 'input from a number of residents. It was decided to hold the <br />legislation in committee for further discussion. <br />2 <br />
