Council Minutes of 11/1/94 <br />Mr. Lind reported on a water line break in Ward 2: 1) On Sunday, a water line break on <br />Westchester Drive caused concern for him and the residents that future breaks may further <br />damage the street. Today he received a memorandum from Service Director Bohhmtnn <br />explaining that Westchester Drive had previously been considered for a possible reline <br />and cleaning, but the history of watts 1ffie breaks d~ not warrairt an immediate <br />replacement or relining. Now, however, the area will be closely red g the <br />winter months and the possiM"lity of a relining project to prevent further breaks from <br />occurring will be discussed. <br />AUDIENCE PARTIIPATI~UN <br />Arch McKendry, 23422 We~chester Drive, said he was troubled that the city was <br />spending money to repave the street although there is a water line problem He saki the <br />water line was at least forty years old, and there may have been problems with the original <br />installation. Also, Mr. McKendry was concerned with the sew response to the water line <br />break by the Cleveland Water Depardnent. The water was i~wing for approximately six <br />hours and the pavement has been undermined. Mr. McKendry que~ianed who would pay <br />for the damage. Service Director said the majority of the cost of the water )ine <br />break on Westchester would be Pahl by the Cleveland Weser Departm~t. Mr. B <br />commented that the past docunn~-ted water line breaks on the street were directty <br />attnbutable to a very bad storm sewer, which has now been replaced. As previously <br />stated by Mr. Lmd, the city plans to monitor Westchester this winter and w~ discuss the <br />pos~ility of doing a relining on the street. An average water line has a useful life of 75 <br />years. If the relining work is done, the newly replaced street will not be disturbed. Mr. <br />McKendry commented that he thought the Cleveland Water Departmeatt should use a saw <br />cut rather than a jackhar when making openings in the street. The jac has <br />caused a number of cracks in the street and he wondered who would be reap le for the <br />repair. Mr. Bohlmann said the city has had discussions about this issue whh the Cleveland <br />Water Department. He sahl that the Cleveland Water Department, uptm occasion, can be <br />a rather independent operation. The city will make an a t of the damage on <br />Westchester and will bdl the Cleveland Water Department. In response to several <br />questions concerning the response time of the Cleveland Water Departm~t, Mr. <br />Bohhnann said that the department has only a limited number of crews and it does take <br />time to respond. <br />Lillian Kordish, 22958 Maple Ridge, commented on the following topics: a. The <br />resignation of Planning Commission meters Brian Gorris and John Thomas. She felt <br />there might be some underlying reason for their decision that was not being made public. <br />b. City finances and the state of the audit. Mrs. Kordish cannot understand why the <br />auditor had to request paperwork from the Finance Director. Mr. Burns explained that <br />the problem resulted from the merger of a previous auditing firm Their working papers <br />were misplaced during the moving process; however, the papers have now bees supplied <br />to the city. Mr. Burns said the city was working in conjunction with the field audit gaff <br />that is completing the 1991 and 1992 audits. He anticipates that these audits will be <br />3 <br />
