Council Minutes of 10/4/94 <br />6) Representatives of Fairview Hospital will be at the Senior Center on October 11 to give <br />flu shots for a cost of $8. <br />7) The city has won its appeal on the unemployment co~ensation request from the <br />former Administrator of the Senior Center because she resigned. <br />8) Mr. Mark Yager, who is an arch#ect, has been recommended for a seat on the <br />Architectural Review Board. <br />9) The Planning Co has discussed at length the rezoning of a large area on the <br />western end of the city. The Mayor leas some major ccmceans with the concel-t and has <br />forwarded an alternative to the C 'on for their review. <br />10) The Planning Co rezoning ideas for the Bradley Road area have been put <br />into legislative form and was rec~tly introduced by Councih~n Nashar. Although there <br />were some concerns because of fitti~re developme~tt plans by Space Age, the Mayor feels <br />this legislation should be passed. Along with Safety Director Kesler and Admini~rative <br />Assistant Wlodarski, the Mayor met with. Mr. Hardy from Space Age to work out a <br />con~romise dealing with setback requu~emsntsr-what Space Age would need and what is <br />needed to protect the Timber Trails area. <br />11) Tomorrow, Safety Director KaslOr and Administrative Assistant Wlodarski will meet <br />with Market.al, the firm we have retained to create a marketing plan for North Olmsted. <br />This economic development mark~ig plan will not only help to bring non-retail <br />businesses to the city but will also hey current city businesses to expand. We plan to <br />accomplish this without ffi adverse impact on the resid~tial commxwty. The Community <br />Improvement Corporation has agreed to fiord most of the cost. <br />Law Director Gareau reported: 1) The home solicitation ordinance is on first reading <br />tonight. There is a lawsuit pending against the city with regard to the present regulations, <br />and the action taken by Council on this legislation will probably determine the fate of that <br />litigation. <br />2) The RTA contract will be finalized this week. <br />3) At the request of the Service Director, he has developed some language regarding the <br />union contract with NOMBL employees. <br />Finance Director Burns reported: 1) Resolution 94-127, which is to be passed under <br />suspension of the rules, is the adoption of the budget for the fiscal year 1995. The <br />General Fund has revenues projected for $13,961,000, which compares to the 1994 <br />estimate of $13,204,00 and the 1993 actual collections of $12,143,000. The increase in <br />revenue is primarily associated with: a. a projected 15% increase in real estates taxes; <br />b. new sewer rates which will free up a half million dollars in debt service that would have <br />been used for sewer debt. <br />2) On July 1, a new bu~ness entity, limited liability companies, became available in the <br />State of Ohio. We w~71 have to address this issue before the end of the year by revising <br />our income tax provisions to include this new business entity. <br /> <br />2 <br />
