1 <br />Council Minutes of 9/20/94 <br />project which is currently being considered by the Planning Commission. A case out of <br />the Eighth Appellate District indicates that eliminating existing access points is prolu~ited; <br />and, if a municipality does attempt to do this by ordinance, then the property owner must <br />be compensated. <br />Finance Director Burns reported: 1) Resohrtion No. 94-127, the 1995 tax budget, has <br />previously been presented to Council and is on first reading this evening. The General <br />Fund has approximately $13,960,000 in revenues. A public hearing on this budget will be <br />held at 7:15 p.m on Tuesday, October 4. <br />2) On first reading tonight are Ordinance Nos. 94-131 through 94-141 which have <br />previously been discussed im the Finance Committee. These ordinances will rollover notes <br />in the amount of $11,775,000. <br />Mr. McKay, Chairperson of the Legislative Committee, reported: 1) The committee met <br />on Monday, September 12. Present at the meeting were Council Members Musial, Lmd, <br />Nashar, Limpert, Saringer, McKay; Finance Director Burns; Safety Duector Kesler. The <br />committee discussed Ordinance 94-116 which requires the Finance Director to provide <br />Council with a monthly financial report by the fifteenth of each month. The committee <br />recommended passage. <br />2) The committee recommended the following addition to the Rules of Gouncil, No. 40: <br />"No legislation will be adopted until such time as the same has been reviewed by the <br />Department of Law, with the exception of ordinary, repetitive legislation. A Signature line <br />shall be present to insure that the document has been reviewed by the Law Department." <br />Mr. McKay moved that Council adopt the proposed change to the Rules of Council; <br />second by Mrs. Bahas; motion passed unanimously. <br />Mr. Lind, Chairperson of the Finance Committee, reported: 1) The committee met on <br />Monday, September 12. In attendance were Council Members Musial, McKay, Nashar, <br />Saringer, Limpert and Lmd; Fitinnce Director Burns; Law Director Gareau; Service <br />Director Bohlmann. The following items were discussed: <br />a. Ordinance Nos. 94-114 and 94-115, which the committee approved for passage as long <br />as Council retains the right to reject bids for this swplus property. <br />b. Ordinance 94-90, which the committee recommended for approval. <br />c. Ordinance 94-124, which provides for the purchase of land for the senior housing <br />project. The money will come from the permanent improvement fund with posses~on to <br />take place about December 15, 1994. The committee recommended approval. <br />d. Ordinance 94-120, which was amended and will allow a $4 million debt increase in the <br />sewer debt over two years--$2 million in 1995 and $2 million in 1997. It is anticipated <br />that the current debt now held by the city on the Wa~ewater Treatment Plant and the <br />sewer system is to go to bond in 1991. The future debt will probably go to bond in 1998. <br />Payments on the $2.7 million no-interest loan will begin in 1996. The committee <br />recommended approval. <br />e. Ordinance 94-122, which authorizes the Mayor to seek financial assistance from the <br />State Issue 2 funds for the sanitary sewer Phase G project and repair of Alexander Raad. <br />2 <br />~... ,_ „ , H..~~..... .., _. . <br />
