Council Minutes of 9/6/94 <br />4) Along with Safety Director Kasler and Law Director Gareau, the Mayor met with the <br />owners of Sprmgvale and the attorneys to discuss potential problems wish the purchase <br />contract that had been stetted by the attorneys. Certa~ amts that had bey <br />previously negotiated had b~ omitted. or changed in the submhted contract. However, <br />the discrepancies were worked out and a revised contract has b~ sttbnritted. The <br />administration has reviewed t aspects about the purchase of Springvak, and the <br />Mayor believes the facility w~ become a revc~ue source to off8et taxes in the city. <br />5) Homecoming was successfirl, and the City Hall tent was well attended. The Mayor <br />thanked all employees who voltmteered or worked for the Homecom~g event. <br />Homecoming is a major und~takiag, and city employees and the of Community <br />Council did a great job. Even with the rain during the parade, it was stdl a good event for <br />the entire city. <br />6) The Labor Day Parade held on Saturday, September 3, was a success. There were <br />approximately 7,000 parti+c~ants and 310 ups in the parade. This evert was a major <br />`Teacher in our cap," and the city received a lot of good will from it. The Mayor thanked <br />all employees who participated. <br />7) The next Town Hall will. be held at 7:30 p.m, on Wec~esday, September 14, at <br />Spruce Elementary School Although the is being held in Ward III, everyone is <br />invited to attend and offer ideas and suggesti~ms about the city. <br />Law Director Gareau resorted: 1) With regard to the discontffiuation of the joint tax <br />program with the Board of Education, he had initiated this program about 18 years ago <br />and it has been successful. The program has become more costly over the years, but the <br />city has benefited from it. However, since the projected amount needed to complete the <br />contract year would have been approximately twenty to twenty-five thousand dollars <br />above the appropriation, he felt obligated to bring it to the att~tion of the Mayor and <br />Finance Director. This has been a successful. program; and, hopefully, in the future it will <br />continue to be so. <br />2) He has received and is currently reviewing a new contract with the Regional Transit <br />Authority. <br />3) Met with Dennis Long of Malcolm Pirnie concerning problems at the sewage treatment <br />plant as related to orders by the EPA. <br />4) The newly submitted Spritegvale contract has been attached to the legislation which will <br />be on second reading as amended this evening. <br />5) The legislation authoria~g the contract for the Dancik property is on first readffig <br />tonight. As with the Springvale agreement, this contract will not go onto effect until 30 <br />days after passage of the legislation. <br />Finance Director Burns reported: 1) A draft of the tax budget for 1995 has been <br />submitted to the Mayor for his review before Council's consideration. This must be <br />passed by October 1S. <br />2 <br />
