Council Minutes of 9/6/94 <br />Mrs. Saringer, Chairperson of the Building, Zoning and Development Committee, <br />reported: 1) The commhtee met on August 22 and in attendance were Council Members <br />Nashar, McKay, Musial, Limltert, Bahas and Beringer. The following was discussed: <br />a. Ordmance 93-154, which is the rezoning of the Sherwin Williams property at Dover <br />Center Road and Lorain Road. Previously, the committee had decided to hold a public <br />hearing on this legislation. However, this deciusion has been withdrawn because there is a <br />pending proposal for a devekipzne~t of this parcel Also, an independent appraiser has <br />determined that the rezonffig would not be a proper use for this land. <br />b. Ordinance 94-110, which is a rezoning of property on Bradley Road. The committee <br />has forwazded this legislation to the Law Director for his review. <br />Mr. McKay, Chairperson of the Legislative Committee, reported: 1) The committee met <br />on Monday, August 22, and in attendance were Law Director Gareau, Michael Gareau, <br />Council Members Nashaz, Musial, Limpert, Saringer, Bahas and McKay. Agenda items <br />were as follows: <br />a. A discussion of the city's home solicitation ordinance which has been challenged by the <br />National Association of Remodelffig Industry. Recent court decisions have made it <br />necessary to review our laws. No decision has been made, but the committee hopes to <br />have a plan in the neaz future. <br />b. Ordinance 94-116, which would require monthly reports from the Finance Department. <br />The committee will further discuss this issue at fts next meeting. <br />c. Ordinance 94-119, which would place on the ballot a Charter amea-dment establishing a <br />Department of Budget ~d Management. The committee would like to hold further <br />discussions with the Mayor and Finance Director, and the legislation will be held in <br />committee for the time being. <br />2) Mr. McKay thanked Mr. Bohlmann for the excellent job of coordinating the Labor Day <br />Parade. <br />Mr. Lind, Chairperson of the Finance Committee, reported: 1) The committee met on <br />August 30. In attendance were committee members McKay, Musial, Lind; Council <br />Members Bahas, Limpert, Nashaz; Mayor Boyle; Finance Director Bums; Service Director <br />Bohlmann; resident Richard Margolies. The following items were discussed: <br />a. Ordinance 94-113, which authorizes the Personnel and Administrative Director to <br />advertise for bids for group life insurance for all non-bargaining employees. This will <br />bring their benefits in line with what the unions are receiving. The committee had no <br />objections and recommended approval. <br />b. Ordinances 94-114 and 94-115, both of which pertain to the sale of surplus land. The <br />committee had some questions and would like some of the language clarified by the Law <br />Director.
