Council Minutes of 9/6/94 <br />c. Ordinance 94-120, which authorizes an increase in the sewer rates. This legislation <br />was made necessary due to the failure of the Charter amendment in May. Basically, the <br />sewer rate increase is to cover the increase in debt service. The legislation has been <br />amended and re-worked to remove the cost of a $4 million fixture expendilure that had <br />been built into the rate structure. Further discussions will be held on this legirslation, and <br />the committee did not make a recannnendation. <br />Mr. Nisbet, Chairperson of the Public Safi~y, Health and Welfare Committee, reported: <br />1) The committee met on Augutt 22. In attendance were Council Members Beringer, <br />Limpert, Musial, McKay, Babas and Nesbit and Safety Director Kesler. The followi~ag <br />items were discussed: <br />a. Ordmance 94-117, which provides for no parking signs on LeBern. Further discussion <br />will be held on this legislation. <br />b. Resolution 94-118, which requests that sound barriers be installed on certain sections <br />of I-480 within the city. <br />2) The committee met on Tuesday, September 6, with members Limpert and Nisbet in <br />attendance. A liquor permit transfer at 30850 Lorain Road was discussed, and the <br />committee had no objections. Mr. Naslaar moved to approve the DS and D6 liquor permit <br />transfer from Niki Inc., DBA Moon Shadows, 30850 Lorain Road to Pulsation Inc., DBA <br />Moon Shadows and Night Fall, 30850 Lorain Road; second by Mr. Limpert; motion <br />passed unanimously. <br />Mr. Musial, Chairperson of the Transportation Committee, reported: 1) The committee <br />met on August 30. In attendance were Council Members Babas and Musial, Safety <br />Director Kesler and Police Capt. Ruple. The committee has been having a continuing <br />dialogue with regard to parking signs and no turn on red signs. Discussion at dais meeting <br />concerned the no taxrn on red sign at Technology Park and Country Chub Bou~vard, snow <br />ban signs, no parking ~gns on several streets, the inability to turn into Toys-R US at <br />Dover and Lorain, and lack of curbing on Canterbury and Butternut. Further me~xgs <br />will be held to specifically explore these areas and to propose legislation to revise and/or <br />correct some of the deficiencies. <br />AUDIENCE PAl~TIC~ .A,TN <br />Paul Kukura, 24095 Ehn Road, lives behind the 7amestown Apartment codex and has <br />had continuing problems with the condition of the fence and ycnmgtters nang through <br />his property. Mr. Kukura presented pictures to the Mayor showiag the condition of the <br />fence. He has contacted the Police Department and the Building Department numerous <br />times for help on this matter. Also, Councilman McKay has hel#ied him to get the fence <br />repaired several times. However, the vandalism continues. Mr. Kukura has spoken to Mr. <br />Margolies, the owner of Jamestown, but has not had any satisf tction.
