Council Minutes of 8/16/94 <br />discussed Ordinance 94-102 which will authorize the Mayor to assign duties to the <br />Director of Personnel and Admini~rative Services. The committee recommended passage <br />of the legislation. <br />Mr. Nashar, Chairperson of the Pubec Safety, Heahh and Welfare Comrr~ittee, reported: <br />1) The committee met on August 16 and in attendance were ee maanbers Saru~ger, <br />Limpert and Nashar. The following liquor permit transfers were discussed: <br />a. Bally Healy, Inc., DBA Bear's Den, 24775 Lorain Road, transfer of a D5, D6 license <br />to EWG Enterprises, Inc., DBA ie's Pub, 24?75 Lorain Road. The committee <br />had no objections. Mr. Nashar moved to approve the liquor license transfer at 24775 <br />Lorain Road; second by Mr. McKay; motion gassed unanimously. <br />b. Tri Family, Inc., DBA Convenient Food Mart, 4864 Dover Center Road, transfer of a <br />C 1, C2, D6 liquor license to Rana, Inc., DBA Convenient Food Mart, 4864 Dover Center <br />Road. The committee had no oixions. Mr. Nashar moved to approve the liquor license <br />transfer at 4864 Dover Center Road; second by Mr. Limpert; motion passed unanimously. <br />Mr. Musial, Chairperson of the Tratt~ortation Committee, reported: 1) At the request of <br />the committee, a traffic signal warrant analysis was conduced on August 2, 1994 for the <br />intersection of Dover Center Road, Driscoll Lane and Cottonwood Trail. None of the <br />warrants were met. The numbers, as provinetl by Mr. Boh~ann, indicate there is very <br />little change in the traffic vahimes in this area. It was recarnmended that no additional or <br />new warrant analyses be done unless there is a significant change in the traffic patterns in <br />the surrounding area. <br />AUp~;FsNCE PAitTZCIPAT~N <br />Frank Gellert, 4336 Drive, had a flooded basement because of the rain storm last <br />weekend. Mr. Gellert, whose home is the last one on the street, has had flooding <br />problems since 1972 wheg the sewers were mulled im his neighborhood. He feels the <br />sewers were inadequately sized. Mr. Geftbrt warrts to be compensated for his troubles. <br />He did agree that the cifiy has attenr~ted to alleviate the flooding by various methods, one <br />of which was the installation of a check valve. The check valve did provide hells in that <br />the solid waste was eliminated; however, the basement still. flooded ~md the farinly was not <br />able to use the bathroom or run water in the sinks. Mr. Gellert said that water was <br />coming out of the manhole in fret of his home. He feels the problem stems from storm <br />water running into the sanitary sewers. He has checked with the EPA and a Congressmen, <br />and it is his understanding that there are illegal storm sewers tied into the sanitary sewers. <br />Mayor Boyle replied that there are some illegally conneced downspouts that are filxering <br />into the sanitary sewers. However, he does not believe there is a direct norm sewer <br />leading into a sanitary sewer. The city has been notifying residents to clisconnect <br />downspouts and will put a greater effort into this program. The Mayor said that it was <br />possible that this neighborhood could be helped by buitding a sanitary retention area. <br />Mayor Boyle told Mr. Gellert that he would ask the Engineering Department to inspect <br />the area. Mr. Gellert suggested that they check at the end of Lansiarg Drive where the <br />5 <br /> <br />
