This ordinance was firms introduced <br />'-~ two years ago, has been reviewed aad approved by the Planning Commission and has been <br />discussed at several comnr~tee m~ings. There has been a good deal of ctiz~ i~ in <br />this legislation. The proposed. legislation is mare lenient than the currem law e~eci~tlly <br />because the proposed le ' does not specify the l~gth of a recreat~nal vehicle. <br />Mr, McKay, Chairperson of the Legislative Committee, reported: 1) The committee met <br />on Monday, April 25. In attendsece were Council Members Musial, Lmd, Limpert, <br />McKay and guest Mrs. Linda Pallotta. The following items were on the agenda: <br />a. An interview with Mrs. Linda Pallotta for a position on the Human Resources Advisory <br />Board. The committee recommended that Mrs. Pallotta be approved. Mr. McKay moved <br />to approve the appointment of Mrs. Linda Pallotta to the Human Resources Advisory <br />Board; second by Mr. Lmd; motion passed uuani~mously. <br />b. Ordmance No. 94-78, which provides for a fifth member for the Architectural Review <br />Board. The addition of a fi$h giber wdl eliminate the possibility of a tie vote, and the <br />committee recommended passage of the legislation. <br />c. Rule of Council No. 46, which requires that all first reading legislation to be introduced <br />for passage and adoption under the su~ension of the rules be delivered to each Member <br />of Council at least twenty four hours prior to the date of introduction. Because this rule <br />has been previously ignored, the committee requested that Council vote to either uphold <br />this rule or disregard it. Mr. McKay moved to uphold Rule 46 in its entirety; second by <br />Mr. Musial; motion passed unanimously. <br />d. Rule of Council No. 11, wlgch states that Council may choose to take the vote for <br />filling a vacancy on Council by voice or written ballot. Mr. McKay recommended that <br />Council make the decision for a voice or written ballot at the time of any occurrence. <br />Mr. Lind, Chairperson of the Finance Committee, invoked Rule of Council No. 23 which <br />allows a Council Member who wss absent from a Council meeting to vote on any que~ion <br />acted upon during such absence, provided such vote shall not change the result. Mr. Lind <br />requested that the following items be placed into the record with regard to Ordinance <br />No. 94-77: <br />L Although his name appeared on the legislation as the sponsor, he was not aware that <br />this legislation was being con~dered until he received his packet. He feels that Council <br />Members should be notified when their names are to appear on legislation that they have <br />not personally requested. <br />2. Apiece of legislation of this magnitude, $13.9 million, should not have been passed <br />under suspension of the rules without fiuther review. He had expected to have a Finance <br />Committee meeting to discuss the combination of the notes. Mr. Lind feels that Council <br />should receive notification of the intent to pass under suspension of the rules prior to the <br />night of a Council meeting. <br />3. The combining of all the note issues, including Springvale, has given the impres~on to <br />the general pubfic that the purchase of Springvale is a "done deal", which is definitely not <br />the case. Council has not yet received so much as a draft purchase agreement. <br />2 <br /> <br />
