Council Minutes of 4/19/94 <br />preservation on commercial property and assisting residents in tree preservation. Mr. <br />Wendell presented each student with a sapling to be planted on school grounds. <br />Mayor Boyle expressed thanks to Becky and all the students and presented each with a <br />certificate of participation. The students were recognized by Council and the audience. <br />Council Members Nashar and Limpert introduced North Olmsted High School seniors <br />Susan Wang and Stephen Shapinsky who were recently named as two of the twenty-six <br />hundred semi-finalists in the 1994 Presidential Scholarship Program From this semi <br />finalist list, 141 students will be selected for the Presidesrttial Scholarship. Susan and <br />Stephen were congratulated and wished the best of luck in the final competition. <br />The meeting continued with a special Legislation section: <br />LEGISLATION <br />Resolution No. 94-76 was introduced and placed on first reading by Mrs. Bahas on behalf <br />of the entire Council and the Mayor. A resolution commending the achievem~t by <br />Dennis Livingston of the Eagle Scout Award in Boy Scouting. Mrs. Bahas moved for <br />suspension of the rules requiring three reatutgs and committee review; second by Mr. <br />Limpert; motion passed unanimously. Mrs. Bahas moved for adoption; second by Mr. <br />Limpert; motion passed zmanimously. Resolution No. 94-76 adopted. Dentcis was asked <br />to come forward to receive congratulations from Council and the Administration. <br />Mr. McKay moved that Council recess for refreshments and a congratulatory reception for <br />all the young people who had participated in the evening's programs; second by Mrs. <br />Bahas; motion passed with five affirmative votes and one negative vote. Council recessed <br />at 8:41 p.m. <br />President Boehmer reconvened the meeting at 8:54 p.m He announced that Ordinance <br />No. 94-80 would be added to the agenda, and the following legislation would be passed <br />under suspension of the rules: No. 94-75, No. 94-76, No. 94-77, No, 94-79. <br />Mayor Boyle reported: 1) Ohio Senate Bill 18, enterprise zones, has passed and will soon <br />be signed by the Governor. North Olmsted's enterprise zone will be grandf`athered, so <br />there will be no lapse in operation. Provisions of the bill include a sharing of income taxes <br />with schools, a 75% cap on the amount of abatement given in an incorporated area, and a <br />50% cap in an unincorporated area. There will be little chance of abatement if a company <br />is moving within the State or out of a depressed area. Fees will be amassed to the <br />participating companies in order to cover additional record keeping. We are currently <br />investigating the effect this bill will have on community reinvestment areas. <br />2) The target date for the central dispatch system to go on line is May 2. The equipment <br />and personnel are in place, and the phone lines are being installed. Although central <br />dispatch will be housed at the Police Department, it will be a separate department under <br />the Safety Director. <br /> <br />2 <br /> <br />
