Council Minutes of 4/19/94 <br />3) The new fire truck will go on line this week. Through the use of the new computers <br />and video equipment, the Fire Department has been able to develop new fire pre-plans and <br />training aids. <br />4) On Apri126, the Fox network and CBS will televise a special on "Kids Fling Kids." <br />This presentation is part of a nationwide program to educate people on the problem of <br />kids and guns. This is a major problem in our country since statistics indicate that guns <br />are the second highest killer of chi~ren. <br />5) Administrative Assi~ant Nancy Wlodarak was recently graduated from the Economic <br />Development Institute after three years of study. She is now in charge of economic <br />development for the city. <br />6) Rumors have been circulating throughout the city about an abortion clinic locating in <br />North Olmsted. We have been attei~t~g to investigate this rumor for two weeks <br />because of a discrepancy on the propoae~l location. It has been determined that Preterm <br />had requested a lease in the Cohimbis West Medical Bulldiag. However, the management <br />of the building contacted the Mayor today to inform him that a lease would not be signed <br />with Preterm. This does not mean there is an end to this situation--businesses locate <br />where there is a market. The Mayor feels that abortion is not neces:~arily a governmental <br />problem; it is a parental and church problem. He feels that parents must teach their <br />children at a very early age about sex education. A government camiot legislate morals. <br />Abortion clinics are Constitutionally protected businesses. Law Director Gareau has <br />researched this issue, and there is acrthing legally that can be done to keep them out of our <br />community if they wish to locate here. <br />Mr. Nashar commented that, as a private citizen, he is not m favor of an abortion clinic <br />locating in the city. Mayor Boyle agreed that city officials should have private <br />convictions. However, government officials swear an oath to uphold the Constitution. <br />Law Director Gareau reported: 1) NARI, the group challenging the city Green River <br />Ordinances (no solicitation ordinances), has filed suit. The Law Department has filed an <br />answer to this suit and is attemipting to coordinate efforts with two other communities <br />whose laws are also being challenged. This litigation is currently in Common Pleas Court, <br />and the Law Director does not want to see it taken to Federal Court. He intends to file a <br />motion for summary judgment. <br />2) An amended complaint has been filed in the Robinson case. <br />3) A hearing was held in the Court of Appeals with regard to the Eliza Jennings case. At <br />present, they are offering 78 cents on the dollar with no interest. <br />4) A meeting was held today for the purpose of ironing out some final clauses of the <br />Springvale contract. <br />Finance Director Bums reported: 1) Ordinance 94-77, which will be passed under <br />suspension of the rules, amends previous note ordinances authorizing 59.8 million m street <br />and sewer repair and equipment purchases and $4.1 million for the purchase of Springvale. <br />Because of the combined issue of 513.9 million, National City Bank and Squire, Sanders <br />~ & Dempsey have determined that the city should issue an official statement similar to a <br />prospectus. In so doing, the term of these notes will be extended from nine months to <br /> <br />
