Council Minutes of 4/5/94 <br />6) National City Bank will be relocat~g their branch office on Monday, April 25, to the <br />former Northeast Appliance buildm:g. This expansion of National City Bank will add a <br />larger loan department. In response to a question by Counclmsu Mustial, Mayor Boyle <br />said that National City Baak will probably add employees. Also, it ~cnd be noted that <br />Society Bank and National City Bank have not asked for benefits under the enterprise <br />zone. <br />7) Mr. Wilamosky is currently working an a new cable television contract. A preliminary <br />draft of the contract has been discussead with the Cable Advisory Board. <br />8) In an effort to reduce costs and reduce insurance liability, each year Mr. Wiiamosky <br />requests a risk management anal. loss-cool inspection to determine where our potential <br />liabilities are and how to change them. On March 30, a letter was received from St. Paul <br />Fire and Marine Insurance Conaway regardffig the inspection. We have been informed <br />that all locations appear to have efiEective loss-control maffitenance and housekeeping. At <br />this time, there are no recd ciatons for improvements. The city ffisurance contract <br />for 1989-1990 cost $240,346. The contract for the period 1993-1994 cost $166,278. If <br />the contract cost from 1989-1990 had increased at a modest rate of 4% a year, that would <br />account for a saving of over $300,000. <br />9) The city is currently in negotiations with the Regional Transit Authority. The post- <br />audit conference was held on March 25, and it has been determined that RTA owes the <br />city $3,679. <br />10) RTA held its annual Food drive on March 16. Riders were given free fares in <br />exchange for a can of food. Of the firftheen tons of food collected by RTA, three-quarters <br />of a ton was collected by NOMBL. <br />Mayor Boyle reported for Law Director Gateau: 1) The city is continu~g negotiations on <br />Springvale Golf Course. The Law Department has drawn up a contract; and, once <br />negotiations are complete, legislation wdl be presented to Council. <br />2) The City of North Olmsted and the City of Berea are in negotiations on several topics. <br />Mr. Gateau will report on this at a later date. <br />Finance Director Burns reported: 1) As the Mayor indicated, the city had apost-audit <br />meeting with the Regional Transit Authority. As usual, they have given us a clean report. <br />2) With regard to the relocation of Satiety Bank and National City Bank, one reason these <br />institutions are expandmg their floor space is that they are moving into brokerage-type <br />operations. Since these operations are not insured by the FDIC, the Federal Government <br />requires that these activities take place in a separate room. <br />3) Mary Durand, the city bond counsel from Squire, Sanders and Dempsey, has left the <br />firm to pursue a Master's Degree in literature. She will be missed, and we wish her hick <br />on her new venture. <br />Mr. Musial asked Mr. Burns if the city had sold the $9. S million notes today. Mr. Burns <br />replied that the sale had been postponed for thirty days because the ordinances are to be <br />amended and will be presented at the Heart Council meeting. <br />2 <br />
