Council Minutes of 2/15/94 <br />The Clerk of Council read a letter received by Councilman Limpert from the <br />principal of Forest Elementary School. The school system has choffien Alternate <br />Plan 2 with regard to the rx~ise walls, mounding and landscaping far the Crocker/ <br />Stearns extension project. <br />Audience Particip tion <br />Joe ~e15'~mock, - i~i~~Ambour Drive, wanted to know why the engineering on Ambour <br />Drive was only 70% complete. <br />Mr. Bohlmarm said the correct estimate is about 75% complete. He explained that <br />last year Council h~i approved the engineering of 17 streets, and Ambour Drive <br />was included in that group. Many Ambour Drive residents atter~3ed a Council <br />meeting last May when it was explained that half of the engineered streets would <br />be done in 1994 and half 3n 1995. Engineering services for sane streets was <br />accelerated, and that is why Ambour Drive is approximately 75% complete. <br />Mr. Musial asked Mr. Boh]marm if the city could give the Ambour Drive residents a <br />guarantee as to when the street will be repaired. Mr. Bohlmann stated. that it <br />was his understanding that the Finance and Streets & Drainage Coamnittees had <br />agreed that engineered streets that could not be dorm this year would be funded <br />in 1995. The city Engineering Department manages all repair projects, and the <br />department is at the saturation point. In addition to the man-powpx problem, the <br />weather presents significant problems in this area. Ambour Drive and many other <br />streets were not properly constructed the first time, and the city is committed <br />to reconstructing streets the right way the second time around. <br />Mrs. Saringer asked Mr. BohLnars~ to comment on the situation involving the repair <br />of tree lawns on Ambour Drive that had been damaged due to sewer work. Mr. <br />Boh]mann said the city would do whatever needed to be done to make the street <br />look esthetically presentable. The tree lawns will be graded, seeded and main- <br />tained far the remainder of the year. Anything from the inside of the sidewalk <br />that was dug out will be lar~d:scaped 'in a proper fashion. Ultimately, Ambour <br />Drive will be widened to make it a full-lane street. Mr. Bohlmaim added that <br />Ambour Drive would be a candidate for underground wiring and post lamps. <br />Ruth Ann Koback, 24161 Ambour Drive, commented that sane of the streets on the <br />list to be repaired are in better shape than Ambour Drive. She feels a sense of <br />urgency that Ambour Drive needs to be repaired because it is unsafe. <br />Mr. Boehmer explained that r~thing could be done until the engineering study was <br />complete and the cost determined. Mr. Bohlmarm said he could not project a <br />completion date for the engineering at this time. Once the engineering study is <br />complete, it will be reviewed by the Engineering Department, a process that will <br />take two weeks to a month. Another two months will be required for the bidding <br />process and the signing of a contract. It would be late summer before the job <br />could be started--if we had to start the job. Mr. Bohlmann cautioned Council to <br />recognize the fact that Alexander Road, Frank Street and several other streets <br />are also in bad shape. The city does not have the ability to repair all these <br />streets in one year. The decision on what streets would be dome this year was <br />made in November and December before the harsh winter was upon us.
