Mr. Boh]mam replied that there is really no way <br />to accelerate the process to bring it into this construction season. Wither or not a <br />street is a main thoroughfare is another m~c>rtant consideration. Mr. Bohlmann <br />said that he regretted mt being able to do Alexa~xder Road during the 1994 <br />construction season. There are serious infrastructure probl that must be <br />corrected on Alexander before tt~e street can be reconstructed. Noreen Drive ar~cl <br />Hawkins Road are being done this year because they provide access to Clague Park. <br />The Oxford Oval streets have been on the slab repair list for some bate and had <br />deteriorated to the point of n+iing complete replacement. Coe Aveznye is a major <br />thoroughfare between Lorain and Elm, Palm, Birch and Oak I..arie. Palm Drive <br />carries a significant amount of school traffic. Deerfield Phase I is almost <br />complete, so it is logical to coa~lete the entire subdivision. Bretton Ridge <br />Phase I will begin this year because the enormity of the job will require three <br />years to complete. Esther and MacBeth are being done this year because the city <br />will receive Issue 2 grant money for this project. <br />Mrs. Saringer suggested that perhaps the Service Director and Streets & Drainage <br />Committee could tour the streets after the snow has melted to determine whether <br />the priority of streets had changed. <br />Mayor Boyle replied that it was found that the city expended a tremendous amrnmt <br />of money when it waited until the construction season had begun before <br />prioritizing streets. By going to bid early and catching the construction <br />companies in the early part of the year, we've been able to lower the cost of <br />street repairs. In 1990, a plan was presented to Council that would repair all <br />streets before the turn of the century. It is only 1994 and the majority of the <br />streets are already repaired. A major reason this has occurred is because of the <br />bidding process that has been follos~ed. We have saved a good deal of money using <br />this process, which has resulted in the repair of many more streets. He stands by <br />this decision, aril. he bases all that has been done in the '90's on that decision. <br />Margaret Kaminski, 24089 Ambour Drive, said that because the street is more than <br />30 years old someone should have projected that repairs would be needed. <br />Mayor Boyle agreed that this projection should have been made during the 1980's. <br />This Administration has been faced with a city of streets that have not received <br />required repairs. What has been done since 1990 has been very successful <br />Repair projections can be made, and that is the basis of our current maintenance <br />program. <br />Ms. Kaminski stated that Ambour Drive was in need of repair prior to and in Mayor <br />Boyle's Administration. <br />Mayor Boyle agreed that Ambour Drive has been in need of repair since before his <br />Administration. <br /> <br />6 <br />
