Council Minutes of 2/15/94
Audience Partici tion (continued)
Ms. Kamins re err to a June, 1993 letter from the Mayor stating that he and
Mr. Lind would co-sponsor legislation to contract for the engineering of Ambour
Drive. She felt that ample tune had elapsed for this to be completed.
Mayor Boyle stated that he had done what the letter promised. Legislation had
been introduced and passed by Council to award the engineering contract.
Priorities were made, and Council was presented with a two-year time frame of
repairing and engineering streets. We are still within that time frame, and the
engineering is being completed. He cannot present Ambour Drive to Council for
funding until the errgin, eering study has been completed and the cost has been
determined. He does expect Ambour Drive to be a 1995 project; however, temporary
repairs will be made in 1994.
Mr. Bohlmann ccxmnented that even if the engineering study was complete, the city
would have a problem completing Ambouar Drive because of the man-power in the
Engineering Department. This department can only handle so mgny projects in a
given year, aryl the department has a full load of projects for 1994. The bottom
line is the Engineering Department is at the saturation point.
Laura Kerchenbrecher, 24107 Ambour Drive, said that priorities change and she
feels the streets should be re-evaluated.
Harry Herbster, 24194 ~nnbour Drive, said that Mr. Bohlmarm had told him that
Amour Drive would be on the list for this year. Also, in reference to Mr.
Bohlmann's statement about putting Ambour Drive in right this time, if it wasn't
put in right before, why has it taken so long to correct?
Mr. Bohlmarm said that he does riot remember making the statement that Ambour
Drive would definitely be done in 199.4. At the May 5, 1993 Council meeting,
Ambour Drive residents were told that it was a '94 or '95 project. He does not
know why the street was not constructed correctly the first time. Because the
proper storm sewer system, curbs or catch basins were never installed, water has
stood on that street for 30 years. In addition, the street never had a proper
preventive maintenance program. It would not surprise him to find that the base
of the street is bad. Today w+e require seven to eight inches of reinforced
concrete on streets, and Ambour Drive probably has only four and half to five
inches of concrete.
Mr. Boehmer explained to the residents that all Council members have aryd continue
to express their concerns about Ambour Drive to Mr. Bohlmann. Mr. Bohlmaral will
do the best he can for the residents.
Ann Herbster, 24194 Amtsour Drive, said that Ambour Drive and Stoneybrook Drive
had been constructed by the same company about the same time. She notes the work
that has been done on Stoneybrook, and that is her complaint.
7
