Council Minutes of 12/S/95 <br />Mr. McKay, Chairperson of the Legislative Committee: 1) The Legislative Committee <br />met jointly with Council_as~a-Whole on Monday, December 4. In attendance were <br />Councilmen Limpert, Nashar, McKay, Mural, Mir; Councih~+an-elect O'Grady; Law <br />Director Gareau; Finance Director Burns; Service Director ; Perso~el Director <br />Wilamosky; Charter Review C C:hairperacm Lambert; prudent of the <br />local firefighters union Jay Power. The ee resvi~vved the Bowing proposed <br />Charter changes submitted by the Charter Review Corm: <br />a. Article 5, Section 6. The committee voted 5 for and 0 against the provision to madce <br />the Administrator of the Depart~rt of Aging re~ons~ble to the Human Resources <br />Director. <br />b. Article 5, Section 4 (a) and (b). This proposal would prohinit the city from entering <br />into a privatization contract for emergency medical, fire and police services. There were 3 <br />votes for and 2 votes against this proposal <br />c. Article 9, Sections 1, 2, 3, 4. This proposal would provide for non-partisan elections. <br />The vote was 2 yes and 3 no. <br />d. Article 9, Section 5. This proposal would provide for more wards to be created should <br />any territory be annexed by the city. The vote was 0 yes and 5 no. <br />e. Article 2, Section 2. This prcgrosat would require the city to follow its own ordinances. <br />The votes was 1 yes and 4 no. <br />f. Article 3, Section 4. This proposal would permit the Mayor to appoint an acting Mayor <br />when the Mayor was inaccessible or unable to performhis/her duties. The vote was 0 yes <br />and 5 no. <br />Mr, McKay thanked the members of the Charter Review Commission for their many hours <br />of hard work to bring these recommendations to the Council A final vote on the <br />proposals will probably take place at the December 19 Council meeting. <br />Mr. Lind, Chairperson of the Finance Committee: 1) The first meeting of the committee <br />took place on November 13. In attendance were all members of Council, Directors <br />Kesler, Wilamosky and Bohlmann; City Engineer Deichmann; several Ambour Drive <br />residents. The following items were discussed: <br />a. Ordinance 95-145, which authorized the contracting of engineering services with <br />Polytech, Inc. for underground retention at Clague Park. Polytech's bid was $19,000 plus <br />$7,000 for soil samples. This retention will asssst in the drainage of the sanitary line that <br />travels down Walter Road to Beech Lane and through Claque Park. Hopefully, this <br />project will eliminate the by-passes that have previously occurred in this area. Although <br />many of the Ambour Drive residents were against the placement of this type of retortion, <br />the project will serve the entire northeast quadrant of the city. The committee and all <br />Council Members in attendance gave approval to the project. This legislation was passed <br />at the Council meeting of November 21. <br />b. Ordinance 95-146, which authorizes a contract with the Cuyahoga County Board of <br />Health for services during 199b. A recommendation was made that a pamphl~ be <br />produced and provided to residents so they can be made aware of the services available <br />4 <br />
