Council Minutes of 11/21/95 <br />e. Article V, Section 6, Director of Human Resources. The proposed change reads: <br />',,- "The Director shall make all necessary rules and regulations for the government of the <br />department and the divisions thereof' and "The Department of Human Resources shall <br />include therein a Department of Aging, which will be headed by the A tor." This <br />change would direct the Administrator to report to the Director of Human Resources and <br />not to the Mayor or his designee. Council accepted this proposal by a vote of 6 to 1. <br />Since that time, P & A Director Wdamosky, who is ciurently directing the Divi~©n of <br />Aging, has asked for a reconsul~ation. This issue wdl be reviewed at the next meeting <br />and Mr. Wilamosky will be given an opportunfty to presegt his views. The. co will <br />reconvene at a future date to continue discussinn of the proposed Charter changes. <br />Mr. Nashar, Chairperson of the Pubfic Safety, Health and Welfare Committee: 1) The <br />committee met this evening to discuss a C2 liquor permit for Manhattan Deli, 24180 <br />Lorain Road. The committee had no objections. Mr. Nashar moved that Council approve <br />the new C2 liquor permit for Manhattan Deft; second by Mr. McKay; motion passed <br />unanimously. <br />AUDIEIITCE PARTICII~'¢TION <br />George Levano~ 27979 Southern Avenue, said that the street was lowered when recently <br />repaved and this is causing his vehicles to scrape when entering and exiting his driveway <br />apron. Mr. Levanoff would like the city to lower the grade of his driveway apron. He <br />said that he did not receive an answer to his request de~ite repeated and trips to City <br />Hall. After speaking to his Council representative, achy infector did come out to look at <br />the problem Mr. Levanoff said he was told the city would cut down the driveway, but it <br />would be at his expense. Since he has lived at the residence for 20 years without this <br />problem, he does not feel he should pay for the work. Service Director Bohhnann <br />responded by saying that he was aware of Mr. Levano~s problem An engineering <br />inspector was sent out in September and reported that the edge of the apron to the bottom <br />of the street was slightly more than it had been previously. However, the ffispector din not <br />feel any action was necessary. Another inspector was sent out last week. After a call <br />from Councihnan Nashar, Mr. Bohlmann agreed to inspect the site himself; whidi he lily <br />intends to do. Mr. Bohlmaon denied that either he or the inspector had told Mr. Levanoff <br />that he must pay for the repairs. If Mr. Bohlmann determines that the city did lower the <br />street sufficiently enough to cause the problem, the city w~71 replace the apron at no cost to <br />the homeowner. That is standard procedure in situations such as this. However, if the <br />city does do the work, it cannot begin until next year when funds are available and the <br />weather is better. <br />I.EGiSLATION <br />Resohrtion No. 95-144 introduced by Mayor Boyle and the entire Council was given its <br />third reading. A resolution supporting Jump-Start America and declaring an emergency. <br />Mr. McKay moved to table Resolution No. 95-144; second by Mr. Musial; motion passed <br />unanimously.
