Mr. McKay stated that he had read a newspaper article <br />indicating that the states that have permitted concealed weapons are no safer than they <br />previously were. He fuels that passage of such a law would send the message that the <br />State of Ohio is not safe to walls around ~ without a gun in your pocket. Mayor Boyle <br />said that Governor Voinovich had sain basically the. same thing. Two hrurdruel years ago, <br />Benjamin Franklin said that the prime reason for government is security of persons and <br />property. That is our first jab. Tf there is no evidence that HB 68 w~ improve safety, <br />then it should not be passed. Mr. Li~ert said he is concerned because. he had heard hat <br />the State committee has infoormation indicating that such laws do improve safety, but this <br />information has not been released. He is concerned because people are carrying r`llegal <br />weapons and they are not traffied/educated in the use of these weapons. He would like to <br />have more information before voting on our resolution. Mayor Boyle courted that he <br />felt it was important to have our voice heard before the State took action. Mr. Nashar <br />said he was in favor of the resolution because it supports the potion of our Police and the <br />Governor. Mr. Miller said it was important to note that there are legal ways to carry <br />concealed weapons under the current law. ~esing that up to more people who might not <br />necessarily be rational and justified to carry a concealed we~on is err invitation for <br />trouble. Mrs. Saringer called for the que~ion. Roll call: Nasl-ar, yes; Lind, yes; McKay, <br />yes; Miller, yes; Limpert, yes to rejecting HB 68 under its current form; Musiai, yes; <br />Beringer, yes. Motion passed unanimously. Resohrton No. 95-142 adapted. <br />Resolution No. 95-143 introduced by Mr. McKay on behalf of Mr. Musial was given its <br />third reading. A resolution urging the State Legislature to provide for a law which would <br />e~ressly permit municipal corporations to set aside from current fiscal year resources to <br />be placed in a separate fiord (rainy day reserve fiord) to pay uuantiaPated general fund <br />obligations, and declaring an emergency as amended. Mr. Musial moved for adoption; <br />second by Mr. McKay; motion passed unanimously Resohrtion No. 95-143 adopted. <br />Resolution No. 95-144 introduced by Mayor Boyle and the entire Council was given its <br />second readmg. A resolution supporting -Start America and declaring an emergency. <br />Ordmance No. 95-145 introduced by Mayor Boyle was given its second reading. An <br />ordinance authorizing the Mayor of the City of North Olmsted to enter into an agreement <br />with Polytech Inc. to provide engineering services for an underground sar~ary sewage <br />retention system in Claque Park between Beech Lane and Carla Lane, and declarir-g an <br />emergency. <br />Resolution No. 95-146 introduced by Mayor Boyle and the entire Council was given its <br />second readmg.
